The corresponding report of the following item (Minute 3 refers) contains exempt information as defined in Paragraphs 3 (contractual information) of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

3          (3)  INSURANCE TENDER – The Director of Policy and Resources submitted a report to inform the Cabinet Member of the arrangements for the re-procurement of the council’s insurance policies (2012/15).  An urgent decision was required to ensure that the necessary procurement procedures were undertaken to meet the required EU Procurement Law and to ensure that the tender process was completed by 1 October 2012.

The council’s insurance policies were last procured under a long term agreement (LTA) in 2007. Each year a renewal process was undertaken with the brokers and insurers. The duration of the LTA was 3 years with the option to extend for a further two years. The option to extend was taken as market conditions at the time showed this was the best deal for the council.  The insurance policies needed to be re-procured prior to renewal from October 2012.

It was explained that information was being gathered to shape the specification and would incorporate future requirements where known.

An analysis of claims history would be used to inform options concerning level of cover, perils covered and premium excesses, it was anticipated that this would ensure insurance cover was sufficient but not excessive and help inform the judgement of the level of risk appropriate for the council to bear.

The council had generally a good history of managing significant risks and had robust risk management arrangements in place that had been developed and strengthened over many years. These arrangements would be included with the specification to present the council as an attractive prospective to insurance companies.

The Director Policy & Resources advised that a further report would be provided when tenders had been returned and evaluated and recommended suppliers had been identified.

Resolved – (a) That the arrangements for the re-procurement of the council’s  insurances be approved, and (b) that a further report be received by the cabinet member on the outcome of the tender process as detailed in paragraph 2.8 of the report.
