Policy & Resources Cabinet Member – Minutes – 31 July 2012

11 (11) COMMUNITY LED PLANS – The Director of Policy and Resources submitted a report to inform on the progress of Community LED Plans, made recommendations on how to action identified priorities and how to influence the future Neighbourhood Plans. 

Community Led Plans (CLPs) were an established way for local residents to bring issues of concern to the attention of organisations such as the Council.  Within North Lincolnshire these plans had often been carried out, mainly by Town and Parish Councils, with the support of Humber and Wolds Rural Community Council (HWRCC) and North Lincolnshire Strategic Partnership (NLSP) through the council.  

The style and quality of previous plans varied and to try and standardise the approach to CLPs, the council developed a template for groups to use which would be accompanied by examples of best practice. 

To encourage new groups to carry out a plan, groups had suggested that a standardised way of reviewing and assessing current and future plans be developed to ensure that priorities, where appropriate, were actioned.

It was acknowledged that North Lincolnshire Council local elected members had the links with the community to promote the plans and ensure that work was carried out to ensure that any priorities raised were representative of local issues.

The report recommended that a North Lincolnshire Council local elected member should lead a group to ensure that any priorities identified within a CLP were brought to the attention of a Senior Officer within the relevant organisation and actioned.

Resolved – (a) That option 1, outlined within the report be supported, (b) that the Cabinet Member advises on the makeup of any group, and (c) that the Cabinet Member receives further reports on the progress of the matters detailed herein as appropriate.
