63       (12)  PROPOSED CHANGES TO FREE CAR PARKING – The Director of Places submitted a report seeking approval to replace the ‘pay on foot’ parking equipment in the Parishes multi storey Scunthorpe with ‘pay and display’ equipment, and also to change the current free parking arrangements.

A number of ‘free parking’ initiatives were operating across North Lincolnshire.  These included the first one or two hours free in selected car parks, free after 3pm in others, and the ‘Go to Town’ voucher scheme run in partnership with the Telegraph.

Details of the proposals and associated staffing implications were outlined within the report.

The information detailed within the report suggested a strong demand for the provision of more free parking in Scunthorpe and Ashby, therefore it was requested that an urgent decision be taken in order to meet continued demand from shoppers and traders.

Resolved – (a)  That the changes outlined in Option 1 be approved subject to statutory legal obligations; (b) that the Cabinet Member receive regular updates in relation to car parking income; (c) that the staffing changes be agreed as part of the wider Planning and Regeneration staffing review, and (d) that approved funding be used from the capital programme to make the changes in the Parishes car park.
