95 (24) WILLOUGHBY ROAD PRIMARY – INFANT SITE – The Director of People submitted a report which sought to declare the Willoughby road Primary School infant site surplus to the People Directorate.

Riddings Infant and Riddings Junior schools were amalgamated to form Willoughby Road Primary school in September 2011.  The council capital programme had supported the construction of an extension to the junior site to accommodate all pupils on one site.

It was explained that the main building and annexe on the infant site was in poor condition and that the main school hall roof had collapsed in December 2010.  The hall had been subsequently demolished and replaced with mobile accommodation. The nursery building was constructed in 2002 and remained in good condition.

Several options for the site were outlined within the report.

Resolved – (a) That Option 2 be approved and the property be declared surplus to the requirements of the service from July 2013; (b) that the Places Directorate lease the former nursery building to the private/voluntary sector to meet the requirement for sufficient 2 year old place, and (c) that the Cabinet Member supports the re-location of mobile accommodation and delegates the prioritisation of the location to the Assistant Director (Prevention & Commissioning).

96 (25)  OFSTED INSPECTIONS FOR LOCAL AUTHORITY SCHOOLS – The Director of People submitted a report to inform the Cabinet Member of the outcomes of the Ofsted inspection for Willoughby Road Primary School and Westcliffe Primary School. 

The schools had been inspected under the Section 5 Ofsted inspection schedule for schools.  Full copies of the reports had been placed in the political group offices.

Resolved – That the Cabinet Member writes to the Headteacher or Chair of Governors/Interim Executive Board of the schools regarding the outcome of their inspection.

97 (26)  APPOINTMENT OF AUTHORITY SCHOOL GOVERNORS – The Director of People submitted a report seeking approval of the appointment of Authority Governors for governing bodies whose Instrument of Government was made before 1 September 2012.

Resolved – (a) That the following persons be appointed as Authority School Governors on the schools listed, subject to the relevant CRB checks:

98 (27) REVIEW OF INDEPENDENT REVIEWING SERVICE ADMINISTRATION – The Director of People submitted a report to inform the Cabinet Member of the review and sought approval to implement the review of the Independent Reviewing Service administration.

The Independent Reviewing Service was brought together to provide an enhanced service for child protection conferences, child in care reviews, foster carer reviews and allegations management in 2010 and during 2013 there had been the expansion of the service’s functions to incorporate independent Child In Need reviews.

A strengths based outcome focussed approach to child protection conferencing had been piloted and evaluated, concluding that it was an impressive approach which needed full implementation to contribute to Children’s Services transformation.

Further details of the proposals were outlined within the report.

Resolved – That changes to the establishment outlined in appendix 1 to the report be approved and made with immediate effect.
