211      (78)  RE-STRUCTURE OF CHILD AND FAMILY SUPPORT SERVICES (CFSS) AND THE FAMILIES INITIATIVE (TFI) INTO A SINGLE SERVICE The Director of People submitted a report which sought approval to re-structure the current services into a single service.

Early intervention had been identified as the key building block in service systems for delivering enhanced outcomes for vulnerable children and families. TFI further enhanced this and required services to break a cycle of disadvantage working with the whole family to create positive change.

The report sought approval to extend the TFI coordinators post for two years fixed term.

An urgent decision was required in order to meet the conditions of the TFI Grant and deliver against the targets the council was committed to as part of phase 2 agreements.

It was explained that the CFSS and TFI would work toward a single assessment, single outcome plan, provide a workforce that engaged the children and families and that can sustain intervention to maximise positive impact.

Details of the proposed structure were outlined within the report and appendix.

Resolved – (a) That option one to create a single Strengthening Families Intervention Service be approved; (b) that the posts are created and deleted in conjunction with the staffing structure and financial matrix, and (c) that the TFI coordinators fixed term contract be extended for 2 years.
