151  (15) SCHOOL GOVERNORS – INSTRUMENT OF GOVERNMENT FOR BROUGHTON PRIMARY SCHOOL The Director of People submitted a report seeking approval for the instrument of government, to be effective from 1 September 2014, for Broughton Primary School.

On 22 April 2013 approval was given for the extension of the age range of Broughton Infant school and the closure of Broughton Junior School to create a through maintained primary school.  The new primary school arrangement would commence from 1 September 2014 and governors had requested that the name of the new school was changed.

The school was currently known as The Broughton Primary Schools Federation.  The governing body had requested that the school be renamed ‘Broughton Primary School’. There were no proposed changes to the constitution.

Where a governing body requested their school’s name was changed, a revised Instrument of Government was required as stipulated in The School Governance (Constitution) (England) Regulations 2012.

The Broughton Primary Schools Federation had agreed to the proposed instrument of government attached to the report at Appendix A.

Resolved – That instrument of government for Broughton Primary School be approved.

152  (16) RECONSTITUTION OF BOTTESFORD INFANT SCHOOL GOVERNING BODY – The Director of People submitted a report seeking approval for the instrument of government to allow the governing body of Bottesford Infant School to be reconstituted.

At the full governing body meeting of Bottesford Infant School, held on 16 June 2014, the governors voted to reconstitute the governing body to bring it line with the School Governance (Constitution) (England) Regulations 2012.

The regulations set out the options available to schools in terms of the overall number of governors, the categories of governor and the guiding principles for the constitution.  The regulations also required all maintained schools to reconstitute their governing body by 1 September 2015.

The constitution of each governing body was laid down in a document known as the instrument of government.  A governing body could at any time request changes to their constitution, in accordance with the regulations, by varying their instrument of government.

Where changes were proposed, a maintained school’s governing body had to prepare a draft instrument of government and submit it to the local authority for approval.

Appendix 1 to the report set out the constitution of the governing body in the form of an instrument of government, as requested by the governors of Bottesford Infants School.

Resolved – That the new instrument of government for Bottesford Infant School be approved.

153  (17) RECONSTITUTION OF CASTLEDYKE PRIMARY SCHOOL GOVERNING BODY – The Director of People submitted a report seeking approval for the Instrument of Government to allow the governing body of Castledyke Primary School to be reconstituted.

At the full governing body meeting of Castledyke Primary School, held on 8 July 2014, the governors voted to reconstitute the governing body to bring it line with the School Governance (Constitution) (England) Regulations 2012.

The regulations set out the options available to schools in terms of the overall number of governors, the categories of governor and the guiding principles for the constitution.  The regulations also required all maintained schools to reconstitute their governing body by 1 September 2015.

154  (18) RECONSTITUTION OF BELTON ALL SAINTS CHURCH OF ENGLAND PRIMARY SCHOOL GOVERNING BODY – The Director of People submitted a report seeking approval for the instrument of government to allow the governing body of Belton All Saints Church of England Primary School to be reconstituted.

At the full governing body meeting of Belton All Saints Church of England Primary School, held on 10 June 2014, the governors voted to reconstitute the governing body to bring it line with the School Governance (Constitution) (England) Regulations 2012.

The regulations set out the options available to schools in terms of the overall number of governors, the categories of governor and the guiding principles for the constitution.  The regulations also required all maintained schools to reconstitute their governing body by 1 September 2015.

155  (19) SCHOOL GOVERNOR – EXPRESSION OF INTEREST FOR BELTON ALL SAINTS CHURCH OF ENGLAND PRIMARY SCHOOL – The Director of People submitted a report considering a suitable candidate to serve as an authority governor for Belton All Saints Church of England Primary School.

At the full governing body meeting of Belton All Saints Church of England Primary School, held on 10 June 2014, the governors voted to reconstitute the governing body to bring it in line with the School Governance (Constitution) (England) Regulations 2012.

The above regulations set out the options available to schools in terms of the overall numbers of governors, the categories of governor and the guiding principles for the constitution.  The regulations also required all maintained schools to reconstitute their governing body by 1 September 2015.

Belton All Saints Church of England Primary School governing body had been reconstituted under 2012 School Governance Constitution Regulations.  Under these regulations, the Cabinet Member was able to nominate the authority governor appointment.  The person thereafter is appointed by the governing body having, in the opinion of the governing body, met any eligibility criteria they had set.

The approved instrument had one vacancy for an authority governor.  The current local authority governor’s term of office ended on 31 August 2014.  One applicant had expressed an interest to serve on the new governing body.  There were no other expressions of interest held within the waiting list maintained by the authority.

Resolved – That the applicant be appointed as an authority school governor, subject to the relevant CRB checks.

156  (20) SCHOOL GOVERNORS – INSTRUMENT OF GOVERNMENT FOR THE GRANGE PRIMARY SCHOOL – The Director of People submitted a report seeking approval for the instrument of government to be effective from 1 September 2014 for The Grange Primary School.

On 19 June 2013 the School Adjudicator approved the council’s proposal to amalgamate Grange Lane Infant School and Grange Lane Junior School with effect from 1 September 2014.

In order to deal with transitional arrangements a temporary governing body was constituted. The temporary governing body was responsible for all key decisions in relation to setting-up the school (e.g. finance, policies, staffing, curriculum, session times as well as agreeing the name, vision and ethos of the school).

On 31 August 2014, the temporary governing body would automatically be dissolved and the Infant and Junior School governing body would cease to exist due to the ‘closure’. The ‘new’ school would be open on 1 September and therefore a new instrument of government would need to be in place from this date.  The instrument of government confirmed how the governing body would be constituted and the name of the governing body.

The proposed instrument of government, put forward by the temporary governing body was shown at Appendix A to the report.

The school had been named by the temporary governing body as “The Grange Primary School” and would open as a community maintained school from 1 September 2014.

Resolved – That the proposed instrument of government for The Grange Primary School be approved.

157      (21) SCHOOL GOVERNOR – EXPRESSION OF INTEREST FOR THE GRANGE PRIMARY SCHOOL – The Director of People submitted a report considering the appointment of a suitable candidate to serve as an authority governor for The Grange Primary School.

158  (22) RECONSTITUTION OF LUDDINGTON AND GARTHORPE PRIMARY SCHOOL GOVERNING BODY – The Director of People submitted a report seeking approval for the instrument of government to allow the governing body of Luddington and Garthorpe Primary School to be reconstituted.

At the full governing body meeting of Luddington and Garthorpe Primary School, held on 26 June 2014, the governors voted to reconstitute the governing body.  The governing body was previously reconstituted on 1 January 2013 and therefore it already met the requirements of the School Governance (Constitution) (England) Regulations 2012.

The regulations set out the options available to schools in terms of the overall number of governors, the categories of governor and the guiding principles for the constitution.  The regulations also required all maintained schools to reconstitute their governing body by 1 September 2015.

The constitution of each governing body was laid down in a document known as the instrument of government.  A governing body could at any time request changes to their constitution, in accordance with the regulations, by varying their instrument of government.

Where changes were proposed, a maintained school’s governing body had to prepare a draft instrument of government and submit it to the local authority for approval.

Appendix 1 to the report set out the constitution of the governing body in the form of an instrument of government, as requested by the governors of Luddington and Garthorpe Primary School.

159  (23) RECONSTITUTION OF WINTERINGHAM PRIMARY SCHOOL GOVERNING BODY – The Director of People submitted a report seeking approval for the instrument of government to allow the governing body of Winteringham Primary School to be reconstituted.

At the full governing body meeting of Winteringham Primary School, held on 16 June 2014, the governors voted to reconstitute the governing body to bring it line with the School Governance (Constitution) (England) Regulations 2012.

The regulations set out the options available to schools in terms of the overall number of governors, the categories of governor and the guiding principles for the constitution.  The regulations also required all maintained schools to reconstitute their governing body by 1 September 2015.

At the full governing body meeting of Winterton Church of England Infant School, held on 19 March 2014, the governors voted to reconstitute the governing body to bring it line with the School Governance (Constitution) (England) Regulations 2012.

The regulations set out the options available to schools in terms of the overall number of governors, the categories of governor and the guiding principles for the constitution.  The regulations also required all maintained schools to reconstitute their governing body by 1 September 2015.

161  (25) RECONSTITUTION OF WROOT TRAVIS CHARITY PRIMARY SCHOOL GOVERNING BODY – The Director of People submitted a report seeking approval for the instrument of government to allow the governing body of Wroot Travis Charity Primary School to be reconstituted.

At the full governing body meeting of Wroot Travis Charity Primary School, held on 18 June 2014, the governors voted to reconstitute the governing body to bring it line with the School Governance (Constitution) (England) Regulations 2012.

The regulations set out the options available to schools in terms of the overall number of governors, the categories of governor and the guiding principles for the constitution.  The regulations also required all maintained schools to reconstitute their governing body by 1 September 2015.
