29  (29) SCHOOL’S FUNDING FORMULA 2016-17 – The Director of People submitted a report seeking approval to the change in unit values for the 2016-17 schools funding formula.

In accordance with the Education Funding Agency’s (EFA) Operational guide ‘Schools revenue funding 2016 to 2017’, Local Authorities were required to inform EFA by 30 October 2015 their indicative school funding formula details. The unit values were based on indicative levels of funding allocation for North Lincolnshire.

On 17 December 2015 the EFA published the 2016-17 Dedicated Schools Grant (DSG) Allocations for 2016-17. This was based on October 2015 School Census data. The allocation for North Lincolnshire was £122.468m.

The element of DSG which was available for the Schools Budget was £100.276m of which £99.659m was set aside for mainstream schools funding. The Operational guide set out how individual school budget shares could be calculated. The formula and unit values that were agreed in November 2015 had been used to calculate the individual school budgets. Due to changes in pupil numbers and some of the pupil data, the formula values required amending in order to align to the funding allocation.

The report sets out the final proposals for the North Lincolnshire schools funding formula 2016-17.

Resolved
– (a) That the updates to the formula factor values, outlined in Option 1, at paragraph 3.1, be approved, and (b) that the factors under Option 1, set out in Appendix 1 to the report, be used to calculate the individual schools budget shares for mainstream schools within North Lincolnshire 2016-17.

30 (30) APPOINTMENT OF LOCAL AUTHORITY SCHOOL GOVERNORS – The Director of People submitted a report which sought consideration to reappoint suitable candidates to serve as local authority governors.

Boards of governors were the key strategic decision-making body for schools.  It was the board’s role to set a school’s strategic framework and to ensure that all statutory duties were met.  There were currently 72 boards of governors within North Lincolnshire serving both schools and academies.  A number of schools were federated, which meant that a governing body oversaw the running of two schools.

In accordance with the School Governance Regulations (2012) maintained schools’ boards were constituted from the following governor categories:

• Parent Governors
 Head Teacher
• Staff Governor
• Local Authority Governor
• Foundation Governor

When a Local Authority vacancy occurred, the relevant board identified the necessary skills, knowledge and experience that would be required of the successful candidates.  The council was then able to match the board of governors’ needs against the perspective candidate’s application.

Resolved – That the following persons be appointed as Local Authority Governor on the schools listed, subject to the relevant DBS checks:
