2  (2)  COMMUNITY WARDENS – The Director of Places submitted an urgent report which sought approval to the staffing structure for the delivery of the Community Warden function by the Community Warden, Parking and Security Control Centre Team of the Places Directorate.

It was explained that the proposed changes would provide a more robust and flexible structure for the team and enhance support to residents and improve service for customers.

An urgent decision was required on this matter to allow for the implementation of the revised structure to enable early completion of the Community Safety Accreditation Scheme process that was currently in hand.

The former Cabinet Member for Highways and Neighbourhoods previously approved proposals for the Civil Parking Enforcement team to adopt a wider role around neighbourhood related matters and enforcement issues, including a new staffing structure. The decision provided for a subsequent review of the new arrangements after approximately six months of operation to highlight potential changes that might further enhance the delivery of this new service.

Following a period of partial implementation of the new arrangements a review had identified the need for a revised structure that would provide adequate management support whilst focussing on front line service delivery and the achievement of a range of outcomes broader than those originally envisaged.

Resolved – (a) That the revised structure for the Community Warden, Parking and Security Control Centre Team detailed in Appendix B be approved, and (b) that the structure be implemented as soon as practicable.
