6  (6)FOOD SERVICE PLAN 2015/2016 – The Director of Places submitted a report seeking approval of the council’s Food Service Plan for 2015/2016.

The Food Standards Agency (FSA) required the council to write a plan, which set out how food work would be carried out.  The council enforced both Food Safety and Food Standards (Consumer Protection) legislation.  It also carried out work on the composition and safety of Animal Feeding Stuffs.

Appendices 1 and 2 to the report contained two documents, which made up the council Food Service Plan.

The planned activity was in two documents, one for Food Safety and one for Food Standards, as the latter document now had to include Feed Law Enforcement work.

The FSA required the council to approve the plan.  Performance against the plan would be reported to the FSA at the end of March 2016.

Resolved – That the Food Service Plan 2015/2016 be approved.

7  (7) HIGHWAYS RELATED PROGRAMME OF WORK 2015/16 – The Director of Places submitted a report seeking approval for the Highways Services’ definitive Programme of Works list for the 2015/16 financial year.

In March 2015 the Cabinet Member for Highways and Neighbourhoods approved the Highways Services’ Programme of Works and the funding allocations contained therein (Minute 164 refers).

Officers had now further developed the various programme themes, identifying individual priorities to take forward.  The schedules appended to the report identified the works projects proposed for progression within the various approved funding allocations.

All schemes had been derived from the council’s Asset Management processes.  These were prioritised against other potential works schemes and treatments and all offered value for money.

Resolved – That the Highway Services’ Programme of Works 2015/16, as detailed in the report and accompanying appendix, be approved.

8  (8) MESSINGHAM PRIMARY SCHOOL WAITING RESTRICTIONS – The Director of Places submitted a report considering objections to the experimental Traffic Regulation Order (TRO) on School Drive and Briggate Drive, Messingham.

The council had worked with the local ward councillors, Humberside Police and the school for several years to try and resolve parking issues.

After consultation with parents and residents an experimental TRO was proposed.  The aim was to prevent parking at key points on the roads around the school.

Following comments from residents and parents the level of restrictions were considerably reduced.  A final proposal came into effect in February 2014.  It was now proposed to make the order permanent.

The experimental TRO appeared to have proven successful and was supported by local ward councillors.

Resolved – (a) That the permanent Traffic Regulation Order, as set out in the report and accompanying appendices, be approved, and (b) that officers carry out regular enforcement and monitoring of the area.

9   (9) ST BERNADETTE’S CATHOLIC PRIMARY ACADEMY WAITING RESTRICTIONS – The Director of Places submitted a report considering objections to the experimental Traffic Regulation Order (TRO) on Anne’s Crescent, Scunthorpe.

The council had worked with the local ward councillors, the Neighbourhood Action Team, Humberside Police and the school for two years to try and resolve parking issues.

After consultation with parents and residents an experimental TRO was proposed.  The aim was to prevent parking at key points on Anne’s Crescent.  This came into effect in February 2014.

Following comments from residents changes were made to the order.  The order and its amendments were now proposed for permanent adoption.

The experimental TRO appears to have proven successful.  It was supported by local ward councillors and the Neighbourhood Action Team.

Resolved – (a) That the permanent Traffic Regulation Order, as set out in the report and accompanying appendices, be approved, and (b) that officers write to parents and residents to inform them of the decision.
