1 (1) TENDER FOR CARERS SERVICES – The Director: Adults and Community Wellbeing submitted a report seeking approval to tender for an integrated all age Carers Service, to provide support for parents/carers of disabled children and carers of adults.

The council currently commissioned two carer support services providing information, advice, guidance and direct support to parent carers of disabled children and carers of adults.  Both services were jointly commissioned with North Lincolnshire Clinical Commissioning Group.

The Care Act 2014 placed a duty on councils to promote wellbeing and to prevent and delay the need for specialist services.  The duty applied to carers of adults as well as individuals themselves.   The provision of support to carers ensured that the council met its statutory duties and obligations to carers of adults.

As part of the council’s approach to transformation, it was proposed to commission a single service to meet the needs of parents/carers of disabled children and carers of adults to provide an integrated all age carers offer.  This integrated approach was the preferred commissioning intention as set out in the North Lincolnshire ‘All Age Carers Strategy’ and reflected the Health and Wellbeing Strategy’s life stage approach.  It was anticipated that the new integrated contract would be in place by December 2017.

Resolved – That Option 1, as set out in the report at paragraph 3.1, be approved.
