13 (13) CREATE A NEW INDEPENDENT REVIEW SERVICE – The Director of People submitted a report seeking approval to reshape the Independent Review Service.

North Lincolnshire Independent Review Service provided independent reviews of child protection plans and children in care. In addition to this the role had been developed to incorporate more audit and review of social work cases, to provide independent oversight and challenge as part of the assurance system.

The council’s ambition for the service was to develop the role and function to provide practice leadership, contribute towards social worker development and work in a partnership with social work services to enhance practice and further improve outcomes for children and families.

The council was looking to develop and/or recruit independent practitioners to increase direct work with and support to children, families, social workers and other professions involved in a child’s case.

It was proposed to create a new shape and structure to ensure that the service was able to continue to deliver the highest standards of reviewing practice and that the service was able to recruit high calibre, permanent staff members.

Resolved – That the reshape of the Independent Review Service be approved.
