Children, Families & Learning Cabinet Member – Minutes – 27 March 2017 (Urgt)

38 (38) SENIOR LEADERSHIP STRUCTURE PHASE 3: ESTABLISHMENT OF MANAGEMENT POSTS WITHIN CHILDREN AND COMMUNITY RESILIENCE – The Director of Children and Community Resilience submitted an urgent report seeking approval to establish the senior management structure reporting to the Director of Children and Community Resilience.

The council’s review phases one and two established a new senior leadership team. This included the creation of cross cutting corporate responsibilities to deliver the ambitions of the council. It also created a new post of Director of Children and Community Resilience. This post held the council’s statutory responsibility for children and community safety.

The council had to assure itself that the statutory role of the Director of Children and Lead Member was robust and that there was a clear accountability framework. The newly created post added value by drawing together the aspects of safeguarding children and community resilience working with individuals, families and within the context of their community.

It was essential that both structure and job roles were reviewed to ensure the new leadership team had the calibre and delegation to ensure that under the Director they could enable North Lincolnshire to be a place where people felt and were safe.

An urgent decision was requested in order to meet the statutory and regulatory requirement of the council for children and young people.

Resolved – That the creation and deletion of posts, as set out in Appendix A of the report, and to establish the proposed leadership team, be approved.
