Commercial Enterprise Cabinet Member – Minutes – 15 July 2016

1) WESTCLIFF REGENERATION PROGRAMME – The Director of Places submitted a report updating the Cabinet Member on the progress achieved to date towards delivering significant regeneration in the Westcliff area of Scunthorpe and the timescales for the delivery of the agreed project objectives.  The report also sought approval of the transfer of land to facilitate the delivery of a new Neighbourhood Shopping Parade, Community Well-Being and Enterprise Hub and the development of 41 new homes.

Cabinet had previously considered a report in September 2013 under the title ‘Westcliff – Looking Back and Moving Forward’. Cabinet agreed to support the report and the various recommendations it contained to develop a Westcliff Regeneration Programme. Since this time the council had worked closely with Ongo and the Westcliff community to develop proposals for regenerating the area.

A project masterplan was developed with significant community involvement and was approved by the Westcliff Project Board in December 2014. The report highlighted the provisions made in the masterplan, which included 41 new dwellings and a Community Well-Being and Enterprise Hub which would incorporate new pre-school provision, youth space, a training suite, community café/training kitchen, one to one support space, managed office space and a Westcliff Drop in Centre.

The council had approved funding of £500,000 to support the delivery of the Community Well-Being and Enterprise Hub which would become a locality base for the delivery of key services.

The council had also provided investment into enabling demolition works and the delivery of the temporary pre-school facility in order to meet statutory requirements around the provision of funded pre-school places.

In addition to capital resources the Westcliff Project Board had agreed in principle to allow the use of council owned assets with the Westclilff Regeneration project area which would enable the project to happen.

Resolved –(a) That the transfer of the following land and property assets to Ongo be approved:

Former Youth Centre building and land
Former Public Library building and land
Desert Rat and adjacent Bookmakers

and (b), that the council seek to enter into an agreement with Ongo for the use of the proposed Community Well- Being Hub on terms to be submitted for approval in the future.

 

2  (2) ASSETS OF COMMUNITY VALUE NOMINATIONS REGISTER UPDATE– The Director of Places submitted a report updating the Cabinet Member on the progression of the Community Right to Bid process in North Lincolnshire.

The Community Right to Bid initiative allowed local community groups or town and parish councils to nominate buildings or land for listing as Assets of Community Value under the Community Right to Bid initiative.

For a local group to successfully nominate an asset it would have to show that:

•it was based within the local authority area (or a neighbouring authority); and
•it was a group that was qualified to make a nomination.

Listed assets must either improve, or had recently improved, the community’s social wellbeing or social interest.  They must also be likely of doing so in the future.

The Nominations Register set out the progress made for each nomination from the date it was received through to the listing review, as applicable.  The Nominations Register was appended to the report.

Resolved– That the latest information held within the Nominations Register be noted.
The corresponding reports of the following items (Minutes 3 refer) contain exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

3 (3) PROPERTY  TRANSACTION SCHEDULE– The Director of Places submitted a report for consideration, and where necessary, approval of a schedule containing the terms of all recently negotiated property transactions.

The schedule covered both operational and commercial property.

Resolved – That the schedule appended to the report be approved.
