1 (1) SENIOR LEADERSHIP STRUCTURE PHASE 3 – ESTABLISHMENT OF HEADS OF SERVICE POSTS WITHIN OPERATIONS – The Director of Operations submitted a report seeking approval for a senior management structure reporting to the Director: Operations.

In September 2016, Council approved the establishment of two Executive Director posts as the first phase of a review of the Senior Leadership structure. Subsequently, in January 2017 Council approved phase 2 of the review, disestablishing twelve Assistant Director posts and creating six Director level posts.

The leadership and management structure of the council must have the capacity to achieve the council’s ambitions for place and people and deliver transformational goals. This would require a greater emphasis on the commercial agenda and the transformation of service delivery.

The Operations portfolio in the main included a range of functions that previously formed part of the Community Services, Planning and Regeneration and Technical and Environment divisions of the former Places directorate.

Resolved – (a) That the establishment of the senior management structure reporting to the Director: Operations, as set out in the report and accompanying appendices, be approved, and (b) that the Director: Operations be authorised to implement the approved structure in accordance with the council’s review protocol.
