Adults & Health Cabinet Member – Minutes – 24 January 2018

6 (6) ADULT SOCIAL CARE, END OF YEAR PERFORMANCE OUTCOMES 16/17 – The Director: Adults and Community Wellbeing submitted a report informing the Cabinet Member of the performance out turn for North Lincolnshire Adult Social Care compared to other councils with social services responsibilities, and seeking approval for the information to be published as an addendum to the Local Account on the council’s website.

The National Adult Social Care Outcome Framework (ASCOF) comparator information for 2016/17 had now been published. This enabled North Lincolnshire to compare local performance with other councils in England.

The outcome framework covered the following areas:

• Voice
• Carers Voice
• People have their needs met early
• Choice and Control
• Independent Living, and
• Employment.

The report gave details of how North Lincolnshire had performed and compared the councils out turn with other councils in England.

Resolved – (a) That the performance out turn for North Lincolnshire Adult Social Care compared to other councils with social services responsibilities, be noted and (b) that the proposal to publish the information on the council’s website as an addendum to the Local Account, be approved.

The corresponding report of the following item (Minute 7 refers) contains exempt information as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

7 (7) INVESTING IN REABLEMENT – HOME FIRST COMMUNITY – The Director: Adults and Community Wellbeing submitted a report seeking approval for changes to the staffing establishment within the Home First Community Service.

The council continued to prioritise vulnerable adults and ensured they were both supported and safe from the risk of abuse, and that lives were transformed through access to services. The council aim was to provide help at the earliest point and at the lowest level of service provision.

The Care Act (2014) placed a responsibility on councils to ensure that people in the area received services that prevented, reduced and delayed their need for long-term care and support.

The review had considered the role, function and responsibility of the service and its interface with health and other partner agencies. The review set out to evaluate the activities provided by the service to create more investment into short-term reablement support in the community.

In addition the new service had been designed to respond to increasing demand to support people, ensuring people left hospital in a timely way and provided people with assistance to avoid hospital admission and regain their independence wherever possible.

Resolved – That the changes to the staffing establishment, as set out in the report and accompanying appendix, be approved.
