5 (5) RECOMMISSIONING OF SUBSTANCE MISUSE SERVICES – The Director: Public Health submitted a report seeking approval to go out to tender for the Adult Substance Misuse Service including the integration of two existing services into one lead provider model.

The council had been the responsible commissioner for Adult Substance Misuse Services since April 2011.  The commissioning of substance misuse services was a mandatory requirement for local authorities.  

The current contract funded the delivery of Adult Substance Misuse services including; Specialist Treatment, Harm Reduction, Criminal Justice Interventions, Complex Physical and Mental Health interventions, Counselling, Prescribing of Harm Reduction Medication and Opioid Substitute Treatment.  The current contracts would come to an end in June 2018.

Resolved – That the proposal to recommission and tender the Adults Substance Misuse Service be approved.
