64 (64) SCHOOL ADMISSION ARRANGEMENTS FOR 2019/20 COMMUNITY AND VOLUNTARY CONTROLLED SCHOOLS – The Director: Children, Families and Learning submitted a report informing the Cabinet Member of the outcome of the public consultation in respect of admission arrangements for 2019/20, and seeking approval to implement the proposed admission arrangements for the 2019/20 academic year.

The council was required to determine by 28 February 2018 its admission arrangements for the academic year 2019/20, including admission numbers, for each community and voluntary controlled school.

The School Admissions Code 2014 required that oversubscription criteria, (which confirmed how applications were prioritised when the number of applications exceeded the number of places available) must be reasonable, clear, objective, procedurally fair, and complied with all relevant legislation, including equalities legislation.

Following Cabinet Member approval in July 2017 (minute 43 refers), governing boards were consulted during the Autumn Term 2017 regarding the proposed changes to the 2019/20 admission arrangements for community and voluntary controlled schools.

Without exception, governing boards supported the proposed changes to the admission arrangements.

As changes were proposed, a public consultation was also required for a minimum of six weeks.  The consultation was held between 15 December 2017 and 26 January 2018, there were no comments received during the consultation.

Resolved – That Option 1, as set out in the report at paragraph 3.1, to determine the proposed admission arrangements in Appendix 1 to the report, be approved.
