8 (8) NEW STAFFING ESTABLISHMENT FOR PARTICIPATION AND ACHIEVEMENT – The Director: Learning, Skills and Culture submitted a report seeking approval to establish the first phase of a staffing structure within Participation and Achievement.

Participation and Achievement was established in June 2017.  The new staffing structure would support and deliver a greater emphasis on the commercial agenda and the transformation of service delivery.  The structure redefined the best use of external grants and funding sources to deliver the council’s statutory functions and inspection outcomes within Participation and Achievement.

The establishment of a new staffing structure for Participation and Achievement was underpinned by the following core principles:

• increasing customer focus and responsiveness to local need
• providing high quality services that were commercially viable
• empowering communities to help themselves
• developing an effective and aspirational workforce

Details of the staffing structure, including financial implications, were set out in the report and accompanying appendix.

Resolved – That the Participation and Achievement staffing structure be approved.
