Investment, Assets & Employment Cabinet Member – Minutes – 3 July 2017

1 (1) ASSETS OF COMMUNITY VALUE – NOMINATIONS REGISTER UPDATE – The Director: Operations submitted a report updating the Cabinet Member on the progression of the Community Right to Bid initiative in North Lincolnshire.

For a local group to successfully nominate an asset it would have to show that:

• it was based within the local authority area (or a neighbouring authority); and
• it was a group that was qualified to make a nomination.

Listed assets must either improve, or had improved the community’s social-wellbeing or social interest.  They must also be likely of doing so in the future.

The Nominations Register set out the progress made for each nomination from the date it was received through to the appeal deadline, as applicable.  The Nominations Register was appended to the report.

The council had received a nomination from Barton upon Humber Civic Society proposing that the Barton Library be listed as an Asset of Community Value, reasons for which were set out in the report.  No objections had been received to the proposed nomination.

Resolved – (a) That the information held within the Nominations Register be noted and approved, and (b) that the listing of Barton Library as an Asset of Community Value be supported.

The corresponding report of the following item (Minute 2 refers) contains exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

2 (2) PROPERTY TRANSACTION SCHEDULE – The Director: Operations submitted a report for consideration, and where necessary, approval of a schedule containing the terms of all recently negotiated property transactions.

The schedule covered both operational and commercial property.

The Cabinet Member had to date regularly received for consideration, reports updating on the progress on ongoing property transactions. The Cabinet Member was asked by way of these reports to approve any new property transactions.

In the future, the proposal was that the Cabinet Member received for consideration and approval, a three year strategy setting out the proposed approach to any future property transactions (sales, acquisitions, leases etc.). An associated annual delivery plan would also be presented for approval that would also serve to update the strategy as required. Once agreed, the intent was to provide the Cabinet Member with quarterly updates on progress in delivering the annual schedule of transactions.

In light of the above, it is proposed that this would be the last report presented on a monthly frequency setting out in detail, the progress of individual property transactions.

Resolved – (a) That the schedule appended to the report be approved, and (b) that the revised approach to dealing with the property transactions going forward, as set out in paragraph 2.2 of the report, be approved.
