Safer, Greener & Cleaner Places Cabinet Member – Minutes – 26 June 2017 (Urgt)

1 (1) LED STREET LIGHTING PROJECT – PROCUREMENT – The Director: Operations submitted an urgent report seeking approval to use the existing Yorkshire Purchasing Organisation Frameworks for the procurement of materials and installers, for the LED Street Lighting works project 2017/20.

The council was committed to reducing energy consumption via its various operations. The council operated approximately 24,000 street lights and lit signs which consumed, annually, a significant amount of energy. The LED street lighting project aimed to make use of LED lighting technology to significantly reduce the energy used for street lighting while maintaining and improving lighting standards.

The council had put in place capital funding to support this initiative. Design and specification work had moved forward.  Officers now needed to progress the project into construction and site works by considering appropriate procurement methods. This would allow physical replacement works to commence at the earliest possible opportunity.

An urgent decision was requested on the matter in order to allow the earliest possible progress in taking this key project forward.

Resolved – That the use of the Yorkshire Purchasing Organisation (YPO) Framework 711 – Procurement of Street Lighting lanterns and Framework YPO Dynamic Purchasing System 448 – Independent Connection providers – for the supply and installation of light sources associated with the LED Street Lighting project, be approved.
