1. FUTURE PROVISION OF MUNICIPAL WASTE RECYCLING SERVICES – The Director: Operations submitted an urgent report confirming the term end of the Municipal Waste Recycling Services Contract on 31 March 2020, and seeking approval to transfer the current external contract in house to achieve revenue cost avoidance through capital investment and transfer the staff under the TUPE Regulations.

The council’s current Municipal Waste Recycling Services Contract was due to end on 31 March 2020. The contractor has confirmed that they will extend the contract for a period of up to two years. However, this would be subject to a significant cost increase.  The contracted service included:-

  • Kerbside box collection of recycling from households
  • Skip movements at HRC Sites
  • Emptying of Recycling Bring Banks
  • Reception and processing of Dry Mixed Recyclables collected in the burgundy wheeled bin.

As a consequence of the additional costs of a contract extension consideration was given to all the potential options available to the council in order to maintain the current service provision.  All potential options had been explored and a recommended business approach was set out in the report.

The matter was urgent in order to enable work to progress necessary to establish the new service in time for 1 April 2020, without disruption to residents.

Resolved – (a) That the proposal for services currently within the scope of the Municipal Waste Recycling Services Contract to be delivered in house by the council with effect from 1 April 2020, be approved; (b) that the Director: Operations be authorised to approve the transfer of staff and creation of established posts associated with the service, in consultation with the Director: Business Development, and (c) that the capital purchases, as set out in paragraph 5.2 of the report, be approved.
