The committee met at Pittwood House, Scunthorpe.

939  MINUTES – Resolved – That the minutes of the proceedings of this committee held on 13 July 2011, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

940  SUB-COMMITTEE PROCEEDINGS – Resolved – That the minutes of the meeting of the Licensing (Miscellaneous) Sub-Committee held on 28 July 2011 be received.

941  SUB-COMMITTEE PROCEEDINGS – Resolved – That the minutes of the meetings of the Licensing (Activities) Sub-Committee held on 19 July 2011 be received.

942  (8) LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1982, STREET TRADING IN SCUNTHORPE PEDESTRIANISED AREA  – The Director of Neighbourhood and Environmental Services submitted a report which set out three options (in paragraph 4) as part of a review of the council’s Street Trading and Collections Policy in relation to the pedestrian area of Scunthorpe Town Centre. The council’s full policy was attached as appendix A of the report. Street Trading was controlled in accordance with the provisions of Schedule 4 of the Local Government (Miscellaneous Provisions) Act 1982.

The report explained that the council’s Licensing Division had been approached by the Town Centre Management Team, which had asked for a review of the Street Trading Consent and Collections Policy to relax the process and permissions, by allowing street trading in designated areas of Scunthorpe High Street.

The Director in his report summarised paragraph 18 of the policy, which referred to the pedestrian area of Scunthorpe, and commented upon the potential impact of the three review options on street traders and on the role and resources of the Licensing Division.

Any preferred option as part of a review would be subject to a period of consultation with interested parties before a revised policy could be formally adopted by the council and implemented by the committee.

Resolved – (a) That the Street Trading and Collections Policy be reviewed in accordance with Option 2 in paragraph 4 of the report, and (b) that appropriate consultation commence with interested parties on proposed changes.

943  APPEALS SUBMITTED TO THE MAGISTRATES COURT – The Assistant Director Democratic and Legal reported orally that no decisions of the council’s Licensing Committee, Licensing (Miscellaneous) Sub-Committee or Licensing (Activities) Sub-Committee had been appealed to the Magistrates Court since the last meeting of the committee on 13 July 2011.

Resolved – That the position be noted.

944  CHAIRMAN’S REMARKS – The chairman stated that although a recent street trading member development event had unfortunately been cancelled, further licensing member development events would be arranged in the future. He encouraged members of the committee, and all other members of the council to attend such events. It was suggested that on the rising of Licensing Committee meetings should be a suitable time for members.
