The sub-committee met at Pittwood House, Scunthorpe.

958  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND SIGNIFICANT CONTACT WITH APPLICANTS, OBJECTORS OR THIRD PARTIES (LOBBYING) – There were no declarations of personal or personal and prejudicial interests. 

959  (13)  LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1982 APPLICATIONS FOR GRANT OF STREET TRADING CONSENT – Mr C Pitson – T/A Pitson’s Pit Stop, 4 Atherton Way, Brigg –- The Director of Neighbourhood and Environmental Services submitted a report concerning an application for a street trading consent. Details of the application were outlined within the report, together with an objection received from Humberside Police.

The Director in his report reminded the sub-committee that the options available to it under the Local Government (Miscellaneous Provisions) Act 1982 when considering such applications were:

  • To grant the application as applied for with no additional conditions or restrictions
  • To grant the application subject to different terms, conditions or restrictions
  • To refuse to grant the application

 

Mr Pitson attended the meeting and was accompanied by Mrs Pitson who presented the submission on his behalf. Members engaged in discussions with the applicant and with the representative from Humberside Police, and then adjourned for deliberation.

When the meeting was reconvened the sub-committee –

Resolved – (a) That based on the evidence presented to the Licensing (Miscellaneous) Sub-Committee the consent be granted, and (b) that the business be located in accordance with the plans appended to the application.

960  (14)  LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1982 APPLICATIONS FOR GRANT OF STREET TRADING CONSENT – Kamaljit Kaur, Veer Beauty, Scunthorpe Pedestrianised Area, Crossroads at Cole Street – Wells Street –- The Director of Neighbourhood and Environmental Services submitted a report concerning an application for a street trading consent, Details of the application were outlined within the report, together with letters of objection from the Tourism and Town Centre Managers.

The Director in his report reminded the sub-committee that the options available to it under the Local Government (Miscellaneous Provisions) Act 1982 when considering such applications were:

  • To grant the application as applied for with no additional conditions or restrictions
  • To grant the application subject to different terms, conditions or restrictions
  • To refuse to grant the application

 

Mrs Kaur attended the meeting and was accompanied by her husband who presented the submission on her behalf. Members engaged in discussions with the applicant and the Town Centre Manager and then adjourned for deliberation.

Humberside Police did not attend the meeting.

When the meeting was reconvened the sub-committee –

Resolved – (a)  That based on the objections and the evidence presented to the Sub-Committee that the consent be refused on the grounds that it was unsuitably located in the High Street and specific concerns that had been raised over obstruction to footways, access
