1908 MINUTES – Resolved – That the minutes of the proceedings of the meeting held on 5 September 2018, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the Chairman.

1909 PLANNING AND OTHER APPLICATIONS – The Group Manager – Development Management and Building Control submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications. The Head of Development Management updated the reports orally where appropriate. Other officers attending gave advice and answered members’ questions as requested.

(i) PA/2017/1366 by Mr Jerry Prince for planning permission to erect a detached dormer bungalow with attached stable at land east of Low Farm, access road to Low Farm, Barnetby le Wold, DN38 6HX.

Resolved – That planning permission be granted in accordance with the recommendations contained within the report.

(ii) PA/2018/233 by Richard Mills, North Lincs Property Ltd for application to vary conditions 4 and 19 of PA/2017/1574 to clarify the external materials for the public house and to amend the trigger point for the construction of the replacement public house at New Trent Inn, 308 Wharf Road, Ealand, DN17 4JN.

Resolved – That planning permission be granted in accordance with the recommendations contained within the report.

(iii) PA/2018/632 by Mr Jacques, D R Jacques & Son for planning permission to create a storage lagoon for liquid food industry waste and digestate at land north of B1400 and along track adjacent to Cranwell Close, Kirton in Lindsey.

Resolved – That planning permission be refused in accordance with the recommendations contained within the report.

(iv) PA/2018/917 by Mrs Kim Goad for outline application to erect a detached bungalow with means of access not reserved for subsequent approval at land adjacent to 35 South Cliff Road, Kirton in Lindsey, DN21 4NR.

The agent spoke in favour of the application and outlined the details of the application and the means of access required.

Resolved – That planning permission be granted in accordance with the recommendations contained within the report.

(v) PA/2018/1093 by Mrs J Jobson for outline planning permission for the erection of four detached dwellings with all matters reserved for subsequent approval at land north of Elsham House, Brigg Road, Wrawby, DN20 8RH.

Resolved – That consideration of this application be deferred to a future meeting and that members visit the site prior to the meeting.

(vi) PA/2018/1266 by Mr Roger Mason for planning permission to erect an agricultural shed (re-submission of PA/2017/1754) at land east of cattery, Field Road, Crowle, DN17 4HP.

An objector spoke against the application stating that the building has an industrial appearance it is different to the building design that was granted planning permission under application number PA/2017/1754.The construction of that building was not in accordance with the plans. The green steel is a metre higher. This is a higher building and is clad differently.

Resolved – That planning permission be granted in accordance with the recommendations contained within the report, with the amendments to the following conditions:

Within six months of the date of this decision, an amended landscaping scheme, which shall include all the tree planting shown on drawing no. 003 Revision A, shall be submitted for approval in writing by the local planning authority. Once approved, the scheme shall be carried out in its entirety within a period of twelve months, beginning on the date of approval in writing of the scheme by the local planning authority. Any trees, shrubs or bushes removed, dying, being severely damaged or becoming seriously diseased within five years of planting shall be replaced with trees, shrubs or bushes of similar size and species to those originally required to be planted unless the local planning authority has given written consent to any variation.

Prior to first use of the building hereby permitted for the housing of livestock, a waste management plan shall be submitted for approval in writing by the local planning authority. The waste management plan shall include prescriptions for the disposal of waste off the site. Once approved, the waste management plan shall be carried out in its entirety whilst livestock is housed at the site.

4.
The agricultural building hereby permitted shall not be used to house more than 40 animals at any one time.

5.
No vehicular movements shall be permitted within the site except between the hours of 8am to 6pm.

Reason
To protect residential amenity in accordance with policy DS1 of the North Lincolnshire Local Plan.

(vii) PA/2018/1300 by Mr & Mrs C King for planning permission to erect an extension and carry out alterations to an existing dwelling, and change the use of existing land to domestic garden at The Paddocks, Bird Lane, Westgate, Belton, DN9 1QG.

Resolved – That planning permission be granted in accordance with the recommendations contained within the report.

(viii) PA/2018/1327 by Mrs Gill Foley for outline planning permission to erect a detached chalet bungalow with appearance, landscaping, layout and scale reserved for subsequent approval at land adjacent to 20 Vinehall Road, Haxey, DN9 2HU.

Resolved – That planning permission be granted in accordance with the recommendations contained within the report.
1910 APPLICATION FOR APPROVAL OF RESERVED MATTERS FOLLOWING GRANT OF OUTLINE PERMISSION FOR DETERMINATION BY THE COMMITTEE – The Group Manager – Development Management submitted a report informing members about an application for approval of reserved matters which was ready for determination. Outline planning permission had already been granted and the development had therefore been agreed in principle.
Consideration was now required to the details of the siting, design, external appearance, means of access and landscaping of the development (excluding any of these matters which were expressly approved at the time outline permission had been granted).
PA/2018/1412 by Mr Patrick Hall for application for approval of reserved matters relating to the erection of a detached dwelling at land adjacent to The Chapel, Normanby Road, Thealby, DN15 9AD.

Resolved – That planning permission be granted in accordance with the recommendations contained within the report.
