The committee met at Church Square House, High Street, Scunthorpe.

1997   MINUTES – Resolved – That the minutes of the proceedings of the meeting held on  18 December 2019, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the Chairman.

1998    APPLICATION DEFERRED FROM PREVIOUS MEETING – In accordance with the decision at the previous meeting, members had undertaken site visit on the morning of the meeting.  The Group Manager – Development Management and Building Control submitted reports and updated them orally.

(i)  PA/2019/1810 by Mr Mark Kulleseid for planning permission to erect detached dwelling at 8 School Lane, Appleby, DN15 0AN

Resolved – That planning permission be granted in accordance with the recommendations contained within the report.

1999   MAJOR APPLICATIONS – The Group Manager – Development Management submitted a report containing details of major applications for determination by the committee, including summaries of policy context, representations arising from consultation and publicity and assessment of the applications.

(i)       PA/2019/339 by Mr Philip Jackson, Jackson Philips Asset Solutions for outline planning permission for residential development (up to 24 dwellings) with all matters reserved at land east of Scotter Road, south of Eastfield Road, Messingham.

Cllr Poole spoke as the local ward member and presented his concerns to the committee. In doing so he indicated that the infrastructure was a major concern with the application, and the length of time it had taken to arrive at committee was unacceptable to the local residents.  He queried the five year land supply, to which the group Manager responded to.

Cllr T Foster also spoke on behalf of local residents and highlighted that the development was outside the development boundary.  He also stated there was multiple objections to the development, and there was also serious implications with sewerage and surface water issues, and that the application should be refused by the committee in accordance with the officer’s report.

Cllr l Fostered stated that he knew the site in question very well and supported the recommendation to refuse.

Resolved – That planning permission be refused in accordance with the officers recommendation.

2000    PLANNING AND OTHER APPLICATIONS – The Group Manager – Development Management submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications.  The Head of Development Management updated the reports orally where appropriate.  Other officers attending gave advice and answered members’ questions as requested.

(i)  PA/2019/1412 by Mrs Julie Reed, Amcotts Parish Council for planning permission to permanently site a storage container at Millennium Gardens, corner of Church Street and Chapel Street, Amcotts

Resolved – That planning permission be granted in accordance with the recommendations contained within the officer’s report.

(ii)  PA/2019/1475 by Mr Nicholas Blackburn for planning permission for a change of use to the storage and sale of vehicles at The Woodlands, Brook Lane, Scawby Brook, DN20 9JY

Cllr J Davidson indicated that he had some concerns about the road this development was on, and also could not gage from the application what kind of impact it would have on the neighbouring properties. He recommended the committee hold a site visit before making a decision.

Resolved – That the application be deferred to the next meeting to allow the committee to visit the site.
