757 MINUTES – Resolved – That the minutes of the proceedings of the meeting held on 7 December, 2005 having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chairman.

758 (48) APPLICATIONS DEFERRED FROM PREVIOUS MEETING – In accordance with the decisions at the previous meeting, members had undertaken site visits earlier in the day. The Head of Planning and Regeneration submitted reports and updated them orally.

(i) 05/1716 by Keigar Homes Ltd for the formation of four new accesses for car parking on site adjacent to Roxby Old Farm, North Street, Roxby.

Resolved – That permission be granted in accordance with the recommendation contained in the report, subject to an additional condition requiring the repointing of and removal of rendering from the boundary wall.

(ii) 05/1731 by Mr L Jones for the retention of a garage at 42 Old Village Street, Gunness

Prior to consideration of this application, an objector addressed the committee in accordance with the provisions of Procedure Rule 35 (e).

The objector was concerned that the garage was too high and blocked light to his own property. It would reduce the value of the property unless it was reduced in height.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

759 (49) PLANNING APPLICATIONS – The Head of Planning and Regeneration submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications.

(i) 05/1647 by Dial Properties for outline permission for residential development on land adjacent to Tighe House, Redbourne Mere, Kirton-in-Lindsey

Resolved – (a) That the committee is mindful to grant permission for the development; (b) that the Head of Planning and Regeneration be authorised to grant permission subject to the completion of a formal agreement under Section 106 of the Town and Country Planning Act 1990 to secure an appropriate sum as an educational contribution to both primary and secondary schools in Kirton – in – Lindsey, and to the conditions set out in the report, and (c) that if the obligation is not completed by 30 June 2006, the Head of Planning and Regeneration be authorised to refuse the application on grounds of non -compliance with policies H12 and C1 of the North Lincolnshire Local Plan.

(ii) 05/1704 by Truelove Property and Construction for the retention of private carp fishing ponds (re-submission of 2005/0184 refused 03/06/2005) at Fishing Ponds, Low Road, Worlaby

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(iii) 05/1856 by Ting Ka Wong for the removal of condition 2 on planning permission 2003/0987 at Post Office and General Stores, Town Street, South Killingholme.

Resolved – That permission be refused in accordance with the recommendation contained in the report.

760 (50 ) ENFORCEMENT UPDATE – The Head of Planning and Regeneration submitted a schedule giving details of progress in respect of matters on which he had taken enforcement action under delegated. authority.
