1021  MINUTESResolved – That the minutes of the proceedings of the meeting held on 27 February and 29 February (Policy Meeting) 2008 having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chair.

1022  (80) APPLICATION DEFERRED FROM PREVIOUS MEETING –07/2048 by Ms C Richards for the change of use of an office to a cattery at The Bothy, Ermine Street, Appleby.

In accordance with the decision at the previous meeting, members had undertaken a site visit on the morning of the meeting. The Head of Planning submitted a report and updated it orally.

Prior to consideration of the application a representative of the objectors addressed the committee.

The objector’s representative stated that the access arrangements would be inadequate, The proposal would result in an increase in traffic. The proposal would create noise and odour from the cats. The proposal would be contrary to policy, being in open countryside.

Resolved – That permission be granted in accordance with the recommendation contained in the report subject to the amendment of condition 2 by the replacement of “seven” with “five”.

1023  (81) PLANNING APPLICATIONS – The Head of Planning submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications.

(i) 07/1670 by N J Hubbard for the erection of a replacement dwelling at 16 Carr Lane, Thealby.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(ii) 07/2052 by Mr R Andrew for the erection of a two-storey extension at 74 Grammar School Road, Brigg

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(iii) 07/2073 by Mr T Topam for the erection of a pair of semi-detached dwellings (re-submission of application no.PA/2007/0673) at 10 Market Place, adjacent to 2 Silver Street, Owston Ferry.

Prior to consideration of this application an objector addressed the committee. She stated that the proposed development would prevent access to the side of her house. It would also lead to a loss of light and to overlooking.

Resolved – That consideration of this application be deferred until the next meeting and that members visit the site prior to that meeting.

(iv) 07/2079 by Mr K H Wendt, Down to Earth Recycling Ltd for the retention of use of land for the preparation and composting of non-hazardous organic and inorganic material to produce agricultural soil improvers and animal bedding and for the chipping and recycling of clean wood to supply particle board manufacturers and to retain an office building and erect a new maintenance shed (re-submission of PA/2006/1899).

Prior to consideration of this application a representative of the applicants addressed the committee. He stated that the proposal would create high quality timber for recycling and compost. It would create a much needed waste recovery facility. An environmental statement had been submitted with the application which had attracted no objection from the Environment Agency or the council’s health and Public Protection team.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(v) 08/0045 by Mr and Mrs Bhangu for the change of use from commercial premises to domestic to provide 3 studio apartments and erection of a 2-storey extension to provide a further 2 studio apartments (re-submission of application no. PA/2007/1873) at 26 Cornwell Road, Scunthorpe.

Prior to consideration of this application an objector addressed the committee. He was concerned that the development would be out of character in an area of predominantly family residences. These would create noise and a loss of privacy to neighbours. The conversion of gardens to form a car park would affect the quality of life of the existing residents.

Members were concerned that the proposal would not be in keeping with its surroundings. It would constitute over-development of the site and would adversely affect the environment of neighbours. Members were particularly concerned that the development was unsuitable in a semi–detached property.

Resolved – That permission be refused for reasons relating to over-development of the site and loss of amenity to neighbours.

(vi) 08/0099 by Havelock Homes, c/o Longhurst Group Ltd for the erection of four two-bedroomed apartments with associated parking and amenity areas on land adjacent to Cherry Tree House, off Cherry Grove, Scunthorpe.

Resolved  – That it be noted that this application has been withdrawn.

(vii) 08/0102 by Dr G R Bhorchi  for the erection of a single –storey extension to existing doctor’s surgery (re-submission of PA/2007/1681) at The Surgery, Town Street, South Killingholme.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(viii) 08/0178 by Mr R Bassingdale for the change of use of agricultural land to domestic use to enable the construction of a tennis court with 3m high fencing at The Old Barn, Hall Farm, Owston Ferry Road, Low Burnham.

Resolved – That consideration of this application be deferred until the next meeting and that members visit the site prior to that meeting.

(ix) 08/0255 by Mr D S Holmes for outline permission to erect a detached dwelling (renewal of outline permission 04/0700 dated 09/ 06/2004)

Resolved – That permission be granted in accordance with the recommendation contained in the report.

1024  (82) ENFORCEMENT UPDATE – The Head of Planning submitted a schedule giving details of progress in respect of matters on which he had taken enforcement action under delegated authority.
