1061 MINUTESResolved – That the minutes of the proceedings of the meeting held on 23 July 2008, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chairman.

1062 (19) APPLICATIONS DEFERRED FROM PREVIOUS MEETING –In accordance with the decisions at the previous meeting, members had undertaken site visits on the morning of the meeting. The Head of Planning submitted reports and updated them orally.

(i) 07/1527 by Mr T Kirk for listed building consent to partially demolish the rear part of a house in order to re-build a two-storey extension and reinstate the main roof to street elevation to its original pitch angle and height, and carry out internal and external alterations at High Street Farm, High Street, Eastoft.

Prior to consideration of this application the applicant addressed the committee. He stated that the process to obtain listed building consent had been lengthy and he had attempted to work with the planning authority over that time. He advised that it was his and his partner’s intention to make turn the building into a suitable home in order that they could marry and start a family.

Members considered that the proposals would be a positive development and would improve the street scene of the area.

Resolved – (a) That listed building consent be granted for reasons relating to the fact that it was not felt that the application would have an adverse impact upon the fabric and character of the listed building, and (b) that permission be subject to standard listed building conditions.

1063 (20) PLANNING APPLICATIONS – The Service Director Highways and Planning submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications.

(Councillors Bunyan, Eckhardt, England, C Sherwood and Wardle, having declared a personal and prejudicial interest in application number 08/0699, left the meeting during consideration thereof.)

(i) 08/0699 by Mr O Davies for planning permission to erect a 70 metre high wind monitoring mast for a temporary period of two years at land north of Flixborough Grange, Flixborough.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(Councillors Bunyan, Eckhardt, England, C Sherwood and Wardle returned to the meeting.)

(ii) 08/0795 by Mr and Mrs K Plant for planning permission to erect a detached house (including demolition of a shop) at the redundant shop adjacent to Belmont House, The Square, Goxhill.

Moved by Councillor Barker and seconded by Councillor Wardle –

That permission be refused.

(iii) 08/0806 by Mr and Mrs Storer for planning permission to vary condition 8 of planning application 2005/1775 to retain existing bungalow with alterations to enable conversion to tackroom, toilet, office and store at Edenroyd access tracks to Epworth Turbary, Epworth Turbary, Epworth.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(iv) 08/0816 by Mr C Burke for planning permission to erect a detached house and garage at land adjacent to 4 Commonside, Crowle.

Resolved – That consideration of this application be deferred until the next meeting and that members visit the site prior to that meeting.

(v) (08/0823 by Mr Stuart Rickett for planning permission to erect a single storey rear extension at 1 Lowcroft Avenue, Haxey.

Resolved – That consideration of this application be deferred until the next meeting and that members visit the site prior to that meeting.

(vi) 08/0904 by North Lincolnshire Homes Ltd for planning permission to erect five houses comprising one four-bedroom and four three-bedroom houses at land adjacent to 13 Nookings Drive and 1 Greenfield Drive, Hibaldstow.

Resolved – That consideration of this application be deferred until the next meeting and that members visit the site prior to that meeting.

1064 (21) ENFORCEMENT UPDATE – The Head of Planning submitted a schedule giving details of progress in respect of matters on which he had taken enforcement action under delegated authority.
