1285  MINUTESResolved – That the minutes of the proceedings of the meeting held on 22 September 2010, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chair.

1286  (27) APPLICATION DEFERRED FROM PREVIOUS MEETING – In accordance with the decision at a previous meeting, members had undertaken a site visit on the morning of the meeting. The Head of Planning submitted a report and updated it orally

(i)  10/0428 by Mrs E Miller for the erection of a two-storey dwelling with integral garage at B 2 B, Ferriby Road, Barton-upon-Humber.
Prior to consideration of this application an objector and the applicant’s agent addressed the committee.

The objector stated that he owned the access to the site. This was sometimes blocked by himself or neighbours. There were frequent movements of delivery vehicles in and out of the site and there was a lockable gate across the access. It would not be appropriate to have a domestic dwelling on the site.

The applicant’s agent stated that the objector had no right to block the access  which his client had a right to use.

Councillor K Vickers, attending the meeting in accordance with the provisions of Procedure Rule 1.37 (b) spoke on this application.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

1287  (28) PLANNING AND OTHER APPLICATIONS – The Head of Planning submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications. The Head of Planning updated the reports orally where appropriate. Other officers attending gave advice and answered members’ questions as requested.

(i)  10/0407 by Alf Kitching Ltd for the erection of a wind turbine at Alf Kitching Ltd., old route of A161, south of Crowle, Double Rivers, Crowle.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(ii) 10/0611 by Mrs E Miller for conservation area consent to demolish a single-storey gym at B 2 B, Ferriby Road, Barton-upon-Humber.

Resolved – That consent be granted in accordance with the recommendation contained in the report.

(iii) 10/0715 by Mr P Brimble for the erection of a detached house and detached double domestic garage at Cherry Lodge, John Harrison’s Close, Barrow-upon-Humber.

Prior to consideration of this application an objector and the applicant’s representative addressed the committee.

The objector was concerned that the foul drainage system could not cope with an additional property and that the development would be out of character with its locality.

The applicant’s representative stated that the drainage issue had been adequately addressed. There would be no additional load on the foul drain.

That consideration of this application be deferred until a future meeting and that members visit the site prior to that meeting.

(iv) 10/0777 by Mr D and Mrs B Fisher for the erection of a two-storey extension to the side and rear at Forge Croft, 5 Mann Lane, Westgate, Belton.

(v) 10/0782 by Mr and Mrs P Stancer for the change of use of land for the storage of up to 25 caravans at Unit 3, Soff Lane, Goxhill.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(vi) 10/0806 by Mr M Malkinson for the erection of a two-storey extension at Littleworth Farm, South End, Goxhill.

Resolved – That permission be granted in accordance with the recommendation contained in the report. (vii) 10/0841 by Mrs Beacock for the change of use of domestic garage to dog grooming at 24 St James Road, Scawby.

Resolved – That permission be granted in accordance with the recommendation contained in the report, subject to an additional condition making the permission personal to the applicant.

(viii) 10/0865 by Axgro Foods Ltd. for the retention of  change of use of barn to B8food storage and distribution (renewal of permission PA/2009/0701) at Barn at Hall Farm, West Street, West Butterwick.

Resolved – That permission be granted in accordance with the recommendation contained in the report subject to the amendment of the reason for condition 1 to read “The applicants applied for a minimum of five years temporary approval that will give a further period of time to enable full assessment of the impact of the use”.

(ix) 10/0866 by Mr A Borrill for a minor material amendment to permission PA/2009/1303 for the erection of a dwelling 1.4 metres to the north of the approved position on land adjacent to Windy Gyle, Town Hill Drive, Broughton.

Prior to consideration of this application an objector and the applicant addressed the committee.

The objector stated that the easement for the water main did not meet the 4.5 metre clearance criterion. The proposal was contrary to local and national policies including PPS 3 regarding the use of gardens for development and PPS 1. The scale, character and appearance of the proposed bungalow would be out of keeping with the locality.

The applicants stated that he had taken account of the objector’s concerns. He had complied with Anglian Water’s requirements.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(x) 10/0905 by Mr and Mrs Thompson for the erection of a detached house and garage on land to the rear of The Old Vicarage, Vicarage Lane, Redbourne.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(xi) 10/0973 by Mr and Mrs Williams for the erection of a conservatory at Stonegarth, Green Lane, Broughton.
