The committee met at the Civic Centre, Scunthorpe.

1532  MINUTES – Resolved – That the minutes of the proceedings of the meeting held on 3 July 2013, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chairman.

1533  (7) MAJOR PLANNING APPLICATIONS – The Head of Development Management submitted a report containing details of major applications for determination by the committee including a summary of policy context, representations arising from consultation and publicity and assessment of the applications. In accordance with Procedure Rule D1.35 (i) (a), members had previously undertaken site visits. The Head of Development Management updated the reports orally. Other officers attending gave advice and answered members’ questions as requested.

(i) 12/0747 by Mr Iain Slater, Hargreaves (UK) Services Ltd. for the erection of four industrial units and an extension to an existing unit, with a new access from East Halton Road on land off East Halton Road, North Killingholme Airfield Industrial Estate, North Killingholme.

Resolved – That consideration of this application be deferred to enable further discussions between officers and the applicant.

(ii) 13/0524 by Mr Andrew Gibson, PD Hook (Group) Ltd. for the erection of an additional poultry building and two feed silos at Mason Farm, Carr Lane, Crowle.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

1534  (8) PLANNING AND OTHER APPLICATIONS – The Head of Development Management submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications. The Head of Development Management updated the reports orally where appropriate. Other officers attending gave advice and answered members’ questions as requested.

(i) 13/0227 by Mr Richard Burr, Woodside Cast Stone Ltd. for the retention of a change of use of a former training facility to residential accommodation for security officers and the retention of palisade fencing at Woodside Concrete Ltd., Dawes Lane, High Santon, Appleby.

Resolved – That permission be refused in accordance with the recommendation contained in the report.

(ii) 13/0562 by Mr B Moore for the erection of a two–storey rear extension at 55 Northlands Road, Winterton.

Resolved –That permission be refused in accordance with the recommendation contained in the report.

(iii) 13/0571 by Mr K Philips for the change of use of a garage into temporary accommodation for a rare breeds manager at Shepherds Place farm, Akeferry Road, Graizelound, Haxey.

Resolved–That permission be granted in accordance with the recommendation contained in the report.

(iv) 13/0581 by Mr N Craven for the demolition of an existing dwelling and erection of a replacement dwelling, triple garage and stable block (resubmission of PA/2012/0241) at 79 Akeferry Road, Westwoodside, Haxey.

Prior to consideration of this application the applicant addressed the committee. He stated that the proposal involved the replacement of an outdated dwelling, which no longer met the needs of the applicant and his family. A number of buildings on the site were to be demolished.

Resolved –That permission be granted in accordance with the recommendation contained in the report.
