83 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – The following member declared a personal interest in the following matter: –

No whip was declared.

84 MINUTES – Resolved – That the minutes of the proceedings of this panel held on3 November 2008, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

85 PUBLIC SPEAKING – There were no requests from members of the public to address the Scrutiny Panel.

86 (9) NORTH LINCOLNSHIRE MARKETS – The scrutiny panel conducted an interview with Councillor Kirk, Leader of the Council whose portfolio included North Lincolnshire Markets and Christine Edwards, the council’s Tourism and Town Centre Manager. Members asked questions on rent levels, market strategy, niche markets, tourism and initiatives to increase footfall.

Resolved – (a) That the witnesses be thanked for their attendance and for answering members’ questions, and (b) that the information provided be noted.

87 (10) LEADER OF THE COUNCILS FORWARD PLAN – JANUARY TO APRIL 2009 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for January to April 2009.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.

Resolved – That the Leader of the Council’s Forward Plan for January to April 2009 be noted.
