Safer and Stronger Communities Scrutiny Panel – 19 May 2008

PRESENT: Councillor Davison in the Chair.

Councillors Clark (vice-chair), Ali, Armitage, Ellerby, T Foster and N Sherwood.

The panel met at Pittwood House, Scunthorpe.

75 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

76 MINUTES – Resolved – That the minutes of the proceedings of this panel held on 21 April 2008, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

77 PUBLIC SPEAKING – There were no requests from members of the public to address the Scrutiny Panel.

78 DOMESTIC VIOLENCE – SERVICE PROVISION AND AREAS OF VULNERABILITY – Discussion and questions with representatives from service area Learning, Schools and Communities at North Lincolnshire Council – The Service Director Legal and Democratic explained that due to prior arrangements, none of the invited representatives were able to attend the meeting.

Resolved – That further invitations be extended from the panel for all representatives to attend a sub group meeting prior to the next scheduled panel meeting.

79 Notes of Sub-Group meetings – The panel discussed the notes from the witness interviews held with the following partners –

  • Humberside Police
  • Head of Midwifery
  • Housing Advice Team
  • Assistant Divisional Manager and Lead Nurse

Information from the meetings had been printed and circulated amongst the members who then engaged in further discussion over issues that had been highlighted.

Resolved – (a) That the position be noted, and (b) that a copy of all minutes and notes from witness interviews covering the review into Domestic Violence be circulated to the new panel members appointed at the Annual meeting of the Council on 14 May 2008.

80 Future Sub-Group meetings – The Service Director Legal and Democratic circulated advised the panel that no further sub group meetings had been arranged and asked if the panel wished to conduct any further witness interviews.

The panel engaged in further discussion and concluded that further interviews would be necessary with representatives from Learning, Schools and Communities at North Lincolnshire Council, as per minute 68 of this panel, the Probation Service and also Humberside Fire and Rescue.

Resolved – (a) That the position be noted and, (b) that further witness interviews be arranged prior to the next scheduled panel meeting.

81 Next Stages of the Review – The Service Director Legal and Democratic provided an oral update to the panel on the next stages of the review.

Resolved – That a draft copy of the report be circulated to panel members at the next scheduled meeting of the panel.

82 (1) LEADER OF THE COUNCIL’S FORWARD PLAN – MAY TO AUGUST 2008 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for May to August 2008.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for May to August 2008 be noted.

83 ADDED ITEM – There was no added item for discussion at this meeting.

84 URGENT BUSINESS – The chair requested that the panel meeting scheduled for 14 July 2008 be rearranged for a later date.

Resolved – That the Service Director Legal and Democratic advise panel members of a suitable alternative date.
