Healthier Communities and Older People Scrutiny Panel – 5 April 2011

PRESENT: Councillor Barker in the chair.

Councillors Ali, Collinson, Eckhardt, Sidell, Simpson and Wells.

Councillor Wilson attended the meeting in accordance with Procedure Rule 1.37 (b).

Representatives from Who Cares, the Local Involvement Network for North Lincolnshire, had been invited to the meeting to take part in item 343 (below)

The panel met at Pittwood House, Scunthorpe.

339 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

340 PUBLIC REQUESTS TO SPEAK – There were no requests received.

341 PRIVATE SECTOR HOME IMPROVEMENT POLICY – FORWARD PLAN ITEM REQUESTED BY MEMBERS. The chair welcomed Trevor Laming, Assistant Director Housing, to the meeting and invited him to discuss the relevant issues. Trevor presented a short briefing note outlining some key issues. Following a discussion, Trevor was thanked for his informative update.

Resolved – (a) That Trevor Laming be thanked for his attendance and input, and (b) that the situation be noted.

342 QUALITY ACCOUNT – ROTHERHAM, DONCASTER AND SOUTH HUMBER MENTAL HEALTH NHS FOUNDATION TRUST. The chair welcomed Michelle Rhodes, Deborah Wildgoose, and Karen Cvijetic from the Trustd to the meeting. The Trust representatives gave a detailed presentation on their Quality Account for 2010/2012 and local performance and priorities. Questions from members were taken throughout, including discussion of topics such as Child and Adolescent Mental Health, waiting times and dementia care.

Resolved – (a) That Michelle Rhodes, Deborah Wildgoose, and Karen Cvijetic be thanked for their attendance and input, and (b) that a short response be agreed and forwarded to the Trust as part of their Quality Account submission.

343 MODERNISATION OF MENTAL HEALTH SERVICES IN NORTH LINCOLNSHIRE. The chair thanked Caroline Briggs and Lynne Hall from NHS North Lincolnshire, Wendy Fisher, Tracey Clarke, Richard Banks and Jan Smith from Rotherham, Doncaster and South Humber NHS Mental Health Trust, and Richard Leach, Roni Wilson, Anne Dunkerley, Kristian Reed and Helen Kirk from Who Cares for attending the meeting. Caroline Briggs updated the panel on the latest position regarding the consultation, including discussion of the business case, responses to the views expressed by the panel, Who Cares and others, a “you said, we did” summary and some detail on the level of consultation. A general and inclusive discussion then took place, led by the chair, over a wide range of relevant issues related to the consultation.

Resolved – (a) That all participants be thanked for their attendance and input, and (b) that the panel maintain a ‘watching brief’ on the issue, receiving regular updates from key partners.

344 DEVELOPMENTS IN HEALTH AND SOCIAL CARE – UPDATE FOR MEMBERS – The Service Director Legal and Democratic outlined a number of key developments in the health and social care field, locally, regionally and nationally.

Resolved – (a) That the situation be noted, and regular updates to the panel be continued, and (b) that the panel take appropriate action where required.

345 (23) LEADER OF THE COUNCIL’S FORWARD PLAN – MARCH TO JUNE – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for April to July 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.

Resolved – That the position be noted.
