Healthier Communities and Older People Scrutiny Panel – 17 November 2009

PRESENT: Councillor Wells in the chair.

Councillors Ali, Collinson, Eckhardt, Jawaid MBE, Sidell and Simpson.

Councillors Smith attended the meeting in accordance with Procedure Rule 1.37 (b).

The panel met at Pittwood House, Scunthorpe.

200 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

201 EXCLUSION OF THE PRESS AND PUBLIC – Resolved – That the public be excluded from the meeting for consideration of the following item (Minute 202 refers) on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

202 (11) INVERSE CARE LAW – draft report – The Service Director Legal and Democratic referred Members to the above draft report that had been circulated for consideration. He advised that Health inequalities were a serious concern within North Lincolnshire and that the situation was worsening. There was an expectation from Central Government to address and tackle this growing issue.

Members were made aware of the methodologies used within this review and what comparisons had been made, these included –

  • Deprivation with vaccination rates
  • Budgets with deprivation
  • Satisfaction rates with deprivation
  • Treatment quality with outcomes
  • Health inequalities

The panel was advised that the sub group had focused the study on primary care, however it was explained that this was only one element of the service provision.

Members engaged in discussions over the format of the report and the information presented. Further amendments were suggested and debate focused on potential conclusions and recommendations.

Resolved – That the position be noted.

203 NEXT STAGES – The Service Director Legal and Democratic confirmed that work on the draft report would continue, including consultation with Shaun Gordon, the panel’s advisor for the review.

Also, Members were given details of further witnesses who had been asked to attend for the review into ‘Promoting the Health and Wellbeing of North Lincolnshire Council Employees’

204 (12) LEADER OF THE COUNCIL’S FORWARD PLAN – NOVEMBER 2009 TO FEBRUARY 2010 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for November 2009 to February 2010.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.
