Healthier Communities and Older People Scrutiny Panel – 19 May 2009

PRESENT:  Councillor Barker in the chair.

Councillors Wells (vice-chairman), Armitage, Bainbridge, Eckhardt, Sidell, and Smith.

The panel met at Pittwood House, Scunthorpe.

157 a  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

158  PUBLIC REQUESTS TO SPEAK There were no requests received.

159  CONFIRMATION OF SCHEDULED MEETINGS OF THE PANEL 2009/10 – the list of scheduled meetings was circulated and confirmed.

160  NHS NORTH LINCOLNSHIRE – FUTURE STRATEGY AND FINANCIAL PLANNING EVENT – Members were reminded by the Service Director, Legal and Democratic, about a future meeting to be held with NHS North Lincolnshire on 3 June 2009.  The meeting was to discuss future strategy, proposals to reform unplanned care, and the financial picture.

161  CONSIDERATION OF FUTURE WORK PROGRAMMES.

(i)  Members discussed their future work priorities, including topics for review, strategic overview of the performance of the Wellbeing and Health Improvement Partnership, and follow-up of previous work.

(ii)  After careful consideration members highlighted a number of potential topics for review.  These were contingency planning, dementia, NHS dentistry, and Adult Services Strategic Commissioning.  Members also asked to meet East Midlands Ambulance Service to discuss their bid for Foundation Trust status and the Service Director, Adult Services to discuss a consultation with households who receive the older people support service.

Resolved –  That further meetings be arranged to discuss the above topics, in order to explore the potential for future work.

162  CENTRE FOR PUBLIC SCRUTINY BID – THE INVERSE CARE LAW AND LINKS BETWEEN PRACTICE BASED COMMISSIONING, DEPRIVATION AND HEALTH INEQUALITIES – Members received an oral update from the Service Director, Legal and Democratic Services on progress on the above review.  Members were asked for their views on future membership of the sub-group who would carry out the review before passing its recommendations to the full panel.

Resolved – That the current membership of the sub-group continue their work, regularly feeding back to the scrutiny panel.

163  (1)  LEADER OF THE COUNCIL’S FORWARD PLAN – MAY TO AUGUST 2009– The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for May to August 2009.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.  Members discussed various items on the Forward Plan.

Resolved – That a future meeting be arranged to discuss a consultation on Allocations Policy.

164  PERFORMANCE MONITORING ARRANGEMENTS – Members were reminded by the Service Director, Legal and Democratic, of their role in relation to monitoring the performance of the council, its partners and the Wellbeing and Health Improvement Partnership and to hold local decision-makers to account.  Members had previously received briefings from the Director of Public Health on performance.  However, due to him taking up a post elsewhere, alternative arrangements were now being put in place.

Resolved – That the Deputy Director of Public Health, or her nominated substitute, be invited to a future meeting to discuss the latest performance data.
