Safer and Stronger Communities Scrutiny Panel – 19 January 2010

PRESENT: Councillor Davison in the Chair.

Councillors Waltham (vice-chair), Armitage, Clark, Ellerby, T Foster and Whiteley.

Councillor J Briggs attended the meeting in accordance with Procedure Rule 1.37 (b).

The panel met at Pittwood House, Scunthorpe.

227 MINUTES – Resolved – That the minutes of the proceedings of this panel held on 8 December 2009, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

228 PUBLIC REQUESTS TO SPEAK – There were no requests received.

229 (18) LOCAL STRATEGIC PARTNERSHIP – PERFORMANCE MONITORING QUARTER 2 REPORT FOR COMMUNITY RESILIENCE BOARD – The Chair informed the meeting that as a result of a major incident in New Holland, Tony Parrott, Community Risk Manager for Humberside Fire and Rescue Service and Chair of the Board was unable to attend the meeting.

Members then engaged in a discussion on how to proceed.

Resolved – That the Service Director Legal and Democratic write to the chair of the Community Resilience Board seeking answers to a number of questions collated by the scrutiny panel.

230 (19)  CONSIDERATION OF THE SCRUTINY PANELS WORK PROGRAMME – Members discussed their future work priorities, including topics for review, strategic overview of the performance of the Safer Neighbourhoods Strategy Board, Community Resilience Board and Environment Board, and follow-up of previous work.

After careful consideration members highlighted a number of potential topics for review. These were –

‘Review of the implementation of recommendations contained within the Safer and Stronger Communities Scrutiny Panel’s report in to ‘domestic violence – service provision and areas of vulnerability’ (holding the Executive to account)

Resident’s disproportionate perception of crime in North Lincolnshire.

Resolved – That further meetings be arranged to discuss the above topics, in order to explore the potential for future work.

231 (20) LEADER OF THE COUNCIL’S FORWARD PLAN – JANUARY TO APRIL 2010 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for January to April 2010.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for January to April 2010 be noted.
