Children and Young People Scrutiny Panel – 21 February 2011

PRESENT: Councillor Wilson in the chair.

Councillors Mrs Bromby, Cawsey, C Sherwood, Simpson, P Vickers and Whiteley.

Statutory Co-opted Members: Mr N Craven and Mrs A Dunkerley (Parent Governor Representatives) and Mr W Egan and Mrs W Witter (Church Representatives).

The panel met at Pittwood House, Scunthorpe.

212 MINUTES – Resolved – That the minutes of the proceedings of this panel held on 7 February 2011, having been printed and circulated amongst the members, be taken as read and correctly signed by the chair.

213 PUBLIC REQUESTS TO SPEAK – There were no public requests received.

214 SCRUTINY OVERVIEW – Safeguarding Children and Young People during election days on school premises – The chair welcomed the ward councillors from the following wards – Ashby, Bottesford and the Barton Upon Humber to the meeting and outlined the background to the review.

The Chair invited each of the ward members to speak and discuss the issues in their wards with regards to using schools as polling stations, and to establish if they had any ideas or thoughts on alternative, suitable venues within the area. Lengthy discussions took place between the panel and the ward members and alternatives were suggested during this meeting.

Resolved – (a) that the Ward councillors be thank for their attendance, and (b) that the information received be noted and investigated in more detail.

215 (25) SCRUTINY REPORT INTO CORPORATE PARENTING – THE EXECUTIVES ACTION PLAN TO IMPLEMENT THE RECOMMENDATIONS – The chair welcomed Tom Common from Children and Young Peoples Services to the meeting to updated the panel on the implementation of the recommendations contained in the scrutiny report on Corporate Parenting. He informed the panel that an action plan had been draw up on the 10 recommendations made by the scrutiny panel, and was approved by Cabinet on the 2 February 2011.A full update on the progress of the action plan was provided to the panel, along with details of ongoing work involving Corporate Parenting in North Lincolnshire.

Resolved – (a) That Mr Common be thanked for his attendance, and (b) that the action plan be noted.

216 (26) CODE OF RECOMMENDED PRACTICE ON LOCAL AUTHORITY PUBLICITY – ‘THE PURDAH PERIOD’ – The Service Director Legal and Democratic circulated a briefing paper on the implications for overview and scrutiny of the ‘Purdah Period’.

Resolved – That the briefing paper be noted.

217 (27) LEADER OF THE COUNCIL’S FORWARD PLAN – FEBRUARY TO MAY 2011 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for February to May 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for February to May 2011 be noted.
