Children and Young People Scrutiny Panel – 22 November 2010

PRESENT:  Councillor Wilson in the chair.

Councillors C Sherwood (vice-chairman), Ali, Davison, Sidell, Simpson and P Vickers.

Statutory Co-opted Members: Mrs A Dunkerley (Parent Governor Representatives), Mrs W Witter and Mr W Egan (Church Representatives).

The panel met at Pittwood House, Scunthorpe.

180  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

181  PUBLIC REQUESTS TO SPEAK – There were no public requests received.

182  (14)  REVIEW OF SUPPORT FOR MORE ABLE PUPILS IN NORTH LINCOLNSHIRE REVISIT – The Service Director Legal and Democratic circulated the notes of the interview held with Valerie Jones, the council’s Senior School Improvement Officer following her interview by the panel’s at their planning and evaluation meeting on 8 November 2010.

Members discussed the notes of the interview, and made amendments as necessary.

Resolved – (a) That the notes of interview held with the council’s Senior School Improvement Officer be agreed and submitted as the panel’s response to its revisit into the recommendations arising from the 2002 Scrutiny Panel 2 review into the support for more able pupils in North Lincolnshire.

183  (15)  REVIEW OF THEORGANISATION OF THE SCHOOL YEAR – The chair welcomed Becky McIntyre, the council’s Head of Resources for Children and Young Peoples Service to the meeting. Mrs McIntyre had been invited to update members on the progress made in implementing the recommendations contained within the 2001 report and the 2003 re-visit into ‘the organisation of the school year’ scrutiny review.

The panel was advised of what progress had been made towards implementation of the recommendations. In addition, Mrs McIntyre provided members with an oral presentation on the picture both locally and nationally with regards to the organisation of the school year.

Members then engaged in further discussions with Mrs McIntyre.

Resolved – (a) That the information presented be noted, and (b) that Mrs McIntyre be thanked for their attendance and for answering member’s questions.

184  (16)  FUTURE WORK PROGRAMME – The chair led a discussion on the panel’s priorities for the remainder of the 2010/11 year. The previously agreed topics of ‘support for more able pupils’ and ‘organisation of the school year’ had now been completed.

Resolved – That a revisit of review on the ‘recruitment and retention of parent governors be added to the scrutiny panel’s work programme for 2010-2011

185  (17) LEADER OF THE COUNCIL’S FORWARD PLAN – NOVEMBER 2010 TO FEBRUARY 2011– The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward plan for November 2010 to February 2011.

The plan contained details of all matters and issues likely to be subject of key decisions for a period of the next four months, updated on a monthly basis.  Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for November 2010 to February 2011 be noted.
