The panel met at Pittwood House, Scunthorpe.

174  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 27 September and 11 October 2010, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

175  PUBLIC REQUESTS TO SPEAK – There were no public requests received.

176  CHILDREN’S SERVICE – PERFORMANCE FRAMEWORK – The chair welcomed Susan Twemlow, the council’s Assistant Director for Children’s Services to the meeting. Mrs Twemlow was in attendance to inform members of the new Ofsted Framework and the findings from the Children’s Annual Assessment 2010.

Following the presentation from Mrs Twemlow, the chair invited all members to engage in a question and answer session on the new Ofsted Framework and the findings from the Children’s Annual Assessment 2010

Resolved – (a) That the information be noted, and (b) that Mrs Twemlow be thanked for her attendance and for answering members’ questions.

177  (12)  REVIEW OF SUPPORT FOR MORE ABLE PUPILS IN NORTH LINCOLNSHIRE REVISIT – The Service Director Legal and Democratic circulated the 2002 report of the former Scrutiny Panel 2 following its review into the ‘support for more able pupils in North Lincolnshire’.

This report had been added to members work programme for the municipal year 2010-11 as a report that required a ‘re-visit’ to determine whether the recommendations had been implemented and what impact they had made towards assisting more able pupils in North Lincolnshire.

Members then engaged in a discussion as to how they wished the revisit to proceed.

Resolved – That the Director of Children’s Services, or her representative, be invited to a future meeting to update members on the implementation of the recommendations.

178  (13) LEADER OF THE COUNCIL’S FORWARD PLAN – OCTOBER 2010 TO JANUARY 2011– The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward plan for October 2010 to January 2011.

The plan contained details of all matters and issues likely to be subject of key decisions for a period of the next four months, updated on a monthly basis.Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for October 2010 to January 2011 be noted.
