Children and Young People Scrutiny Panel – 27 September 2010

Statutory Co-opted Members: Mr N Craven and Mrs A Dunkerley (Parent Governor Representatives) and Mr W Egan and Mrs W Witter (Church Representatives).

The panel met at Pittwood House, Scunthorpe.

161 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

162 PUBLIC REQUESTS TO SPEAK – There were no public requests received.

163 TOTAL PLACE – The panel invited Caroline Barkley, Head of Strategy Development to attend the meeting. She was asked to provide a short presentation on ‘Total Place’ and how it could be used as a concept for future scrutiny reviews. She explained that 13 pilot total place reviews had been carried out by other authorities. The total place approaches are based on common sense by looking at a whole area approach to public services, leading to better services at less cost. It also identifies and avoids overlap and duplication between organisations. She informed the panel that total place was the previous Government’s initiative, and whilst the coalition Government was still in favour of total place at the moment she warned that there maybe changes to it in the future. North Lincolnshire Council’s Local Strategic Partnership (LSP) was to look at carrying out a piece of work around this concept with a focus on alcohol.

Resolved – (a) That Caroline Barkley be thanked for her attendance, and (b) that scrutiny panels be kept up to date on any future progress with reference to total place.

164 (9) SCRUTINY REVIEW – CORPORATE PARENTING – The chair introduced the final draft of the scrutiny panel’s report on Corporate Parenting, and invited comments, suggestions and further revisions. Members discussed a number of issues within the draft, including the recommendations.

Resolved – That the report be approved and submitted to council for consideration.

165 (10) LEADER OF THE COUNCIL’S FORWARD PLAN – OCTOBER TO JANUARY 2010 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward plan for October to January 2010.

The plan contained details of all matters and issues likely to be subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for October to January 2010 be noted.
