218 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUCICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interest.

No whip was declared.

219 MINUTES – Resolved – That the minutes of the proceedings of this panel held on20 December 2010, and the special meeting held on 5 January 2011, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

220 PUBLIC SPEAKING – There were no requests received.

221 (22) THE PANEL’S FUTURE PRIORITIES AND WORK PROGRAMME – The chair began a discussion on the panel’s priorities for the remainder of the 2010/11 municipal year.

Resolved – (a) That the relevant Service Directors be invited to future meetings of the panel to update members on the implementation of the recommendations contained within the following previous scrutiny reviews (i) Humber Forum – Achieving Value for Money, (ii) Review of Council Media and Advertisements, and (iii) Leader of the Council’s Forward Plan, and (b) that members receive an update on homelessness.

222 UPDATE ON RELEVANT NATIONAL DEVELOPMENTS – The Service Director Legal and Democratic verbally updated the panel on recent developments arising from the Decentralisation and Localism Bill.

Resolved – That the update be noted.

223 (23) LEADER OF THE COUNCIL’S FORWARD PLAN – JANUARY TO APRIL 2011 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for January to April 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for January to April 2011 be noted.
