Healthier Communities and Older People Scrutiny Panel – 11 January 2011

PRESENT: Councillor Wells in the chair.

Councillors Ali, Collinson, Eckhardt, Jawaid MBE, Sidell, and Simpson.

The panel met at Pittwood House, Scunthorpe.

302 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

303 PUBLIC REQUESTS TO SPEAK There were no requests received.

304 REVIEW OF TERMINATION SERVICES IN NORTH LINCOLNSHIRE. The Service Director Legal and Democratic informed the panel that this item had now been incorporated into a wider ongoing review into Women and Children’s Services across Northern Lincolnshire.

Members were advised that, when this review was completed, there would be a consultation period where members could ask questions, invite witnesses and respond formally.

Resolved – (a) That the situation be noted, and (b) that, when the review of Women and Children’s Services is completed, that the panel take part in the consultation.

305 DEVELOPMENTS IN HEALTH AND SOCIAL CARE – UPDATE FOR MEMBERS – The Service Director Legal and Democratic outlined a number of key developments in the health and social care field, locally, regionally and nationally.

Resolved – (a) That the situation be noted, and regular updates to the panel be continued, and (b) that the panel take appropriate action where required.

306 (16) HEALTHY LIVES, HEALTHY PEOPLE – OUR STRATEGY FOR PUBLIC HEALTH IN ENGLAND AND TRANSPARENCY IN OUTCOMES. – The Service Director Legal and Democratic introduced the two documents, inviting discussion from members around the contents and the questions posed by the government.The chair led a debate about relevant issues, including the need to focus strongly on tackling obesity and the need for clarity on responsibilities.

Resolved – (a) That further information on the Healthy Lives, Healthy People White Paper be sought and discussed at a future date, and (b) that the situation be noted.

307 (17) LEADER OF THE COUNCIL’S FORWARD PLAN -JANUARY TO APRIL 2011 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for January to April 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.Members discussed various items on the Forward Plan.

Resolved – That the position be noted.
