Safer and Stronger Communities Scrutiny Panel – 18 January 2011

Councillors Waltham (vice-chair), Armitage, Cawsey, Clark, Ellerby and K Vickers.

The panel met at Pittwood House, Scunthorpe.

358 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUCICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interest.

No whip was declared.

359 MINUTES – Resolved – That the minutes of the proceedings of this panel held on 21 December 2010, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

360 PUBLIC SPEAKING – There were no requests received.

361 (29) THE PANEL’S FUTURE PRIORITIES AND WORK PROGRAMME – The chair facilitated a discussion on the panel’s priorities for the remainder of the 2010/11 municipal year.

Resolved – (a) That the Service Director Infrastructure be invited to a future meeting of the panel to discuss how the council managed the recent adverse weather period; (b) that the council’s Head of Strategy Development be invited to a future meeting to update members on the new performance framework, and (c) that the new Chief Superintendent of B Division, Humberside Police be invited to a future meeting of the scrutiny panel.

362 UPDATE ON RELEVANT NATIONAL DEVELOPMENTS – The Service Director Legal and Democratic verbally updated the panel on recent developments arising from the Decentralisation and Localism Bill.

Resolved – That the update be noted.

363 (30) LEADER OF THE COUNCIL’S FORWARD PLAN – JANUARY TO APRIL 2011 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for January to April 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the Service Director Legal and Democratic be asked to write to the Service Director Infrastructure to enquire as to why the Speed Limit Review item had been delayed from its original decision date.
