Places Scrutiny Panel – 6 February 2012

PRESENT:  Councillor T Foster in the chair.

Councillors Davison (Vice-Chair), Armitage, Clark, Collinson, England and Ogg.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.36 (b).

The panel met at the Civic Centre, Scunthorpe.

87  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 19 January 2012, and the special meeting held on 19 January 2012, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

88  PUBLIC REQUESTS TO SPEAKThere were no requests received.

89  (21)  POLICE AND CRIME COMMISSIONERS – The Chairman welcomed Paul Cheeseman, Strategic Development Manager at Humberside Police Authority to the meeting.  Mr Cheeseman had been invited to update members on the transition to the Office of the Police and Crime Commissioner for Humberside.

As part of the presentation, Mr Cheeseman guided members through the main responsibilities of the Police and Crime Commissioner, composition and responsibilities of the Police and Crime Panel, governance arrangements and the relationship between the Commissioner and Community Safety Partnerships.

Following the presentation, the Chairman facilitated a discussion and question and answer session with the panel and Mr Cheeseman.

Resolved – (a) That the presentation be noted; (b) that Mr Cheeseman be thanked for his attendance and for answering members’ questions; (c) that the Director of Corporate and Community Services engage in dialogue with colleagues from Hull, East Riding and North East Lincolnshire Councils on the composition and operation of the Police and Crime Panels, and (d) that Mr Cheeseman be invited to attend future meetings of the panel to update members on the transition to Police and Crime Commissioners.

90  (22)  POLICE AND CRIME COMMISSIONERS – A GUIDE FOR COMMUNITY SAFETY PARTNERSHIPS – The Director of Corporate and Community Services circulated for information, a Local Government Association publication on Police and Crime Commissioners – A guide for community safety partnerships.

Resolved – That the publication be noted.

91  HUMBERSIDE POLICE B DIVISION – The Chairman welcomed Chief Superintendent Hilditch, Humberside Police Divisional Commander for A and B Divisions to the meeting.

Mr Hilditch gave a short verbal presentation on the performance of B Division, paying particular attention to crime levels, neighbourhood policing and the local initiatives tailored to young people and residents from high crime areas.

Following the presentation, members engaged in a discussion with the Chief Superintendent on a range of crime and community issues.

Resolved – (a) That Mr Hilditch be thanked for his attendance and for answering members questions, and (b) that the Director of Corporate and Community Services programme in to the panel’s work programme the Divisional Commanders attendance on a quarterly basis.

92  (23)  EXECUTIVE ACTION PLAN IN RESPONSE TO THE RECOMMENDATIONS CONTAINED IN THE ‘FEAR OF CRIME IN NORTH LINCOLNSHIRE’ OVERVIEW AND SCRUTINY REPORT – The Chairman welcomed Stuart Minto, the council’s Assistant Director Community Safety to the meeting to discuss the Executive’s action plan in response to the scrutiny panel’s review of the ‘Fear of Crime in North Lincolnshire’.

Members were guided through each recommendation and a discussion ensued on all the outstanding actions.

Resolved – (a) That the council’s Assistant Director Community Safety be thanked for his attendance and for answering members questions, and (b) that the action plan be referred to Cabinet at its next available meeting for its consideration.

93  CO-ORDINATION OF THE NORTH LINCOLNSHIRE NEIGHBOURHOOD WATCH NETWORK – The Chairman welcomed the council’s Assistant Director Community Safety and the Neighbourhood Watch Development Officer to the meeting to discuss the panel’s review into the ‘co-ordination of the North Lincolnshire Neighbourhood Watch network’.

Members engaged in a discussion with the officers on the number, success and merits of Neighbourhood Watch in North Lincolnshire.

Resolved – (a) That the Assistant Director Community Safety and the Neighbourhood Watch Development Officer be thanked for their attendance and for answering members questions, and (b) that the responses be noted.
