Places Scrutiny Panel (Special Meeting) – 10 August 2011

PRESENT:  Councillor T Foster in the chair.

Councillors Davison (Vice-Chair), Barker, Clark, Marper, Ogg and O’ Sullivan.

Councillors Ellerby, C Sherwood and Waltham attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at Pittwood House, Scunthorpe.

23  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

25  (7)  ITEM REQUESTED FOR CALL-IN IN ACCORDANCE WITH PARAGRAPH 22 OF PART D RULE 5 (OVERVIEW AND SCRUTINY PROCEDURE RULES) OF THE COUNCIL’S CONSTITUTION – Minute 15 of the Highways and Neighbourhood Cabinet Member meeting held on 8 August 2011 – Changes to Car Parking Charges.  

The chairman welcomed everyone to the meeting and, as the member who had requested the call-in, introduced his reasons for calling-in the decision taken by the Highways and Neighbourhood Cabinet Member. These were based on how the scheme was to be implemented in Scunthorpe, Ashby and Brigg, and included questions on how tickets were to be issued, how the council’s Civil Enforcement Officers were to monitor car parking, and whether there would be any impact on long-term parking and permits.

Other members were then invited to take part in the discussion and to hold the Cabinet Member to account. Members of the panel asked the Cabinet Member and officers a range of questions relevant to the report, including whether Civil Enforcement Officers would be ‘fixed’ in car parks or continue on their existing beats, respective shopping environments, financial costs, workloads, and the potential impact of the decision.

It was then:

Moved by Councillor O’ Sullivan and seconded by Councillor Davison –

That the decision be referred back to the decision maker for reconsideration within five working days and either (i) confirm the original decision, or (ii) agree to change the decision having considered the representations made by the scrutiny panel.

Moved by Councillor Foster and seconded by Councillor Marper:

That no further action be taken, and the above decision of the Highways and Neighbourhood Cabinet Member (minute 15 refers) take effect on the date of the panel meeting.
