151 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of pecuniary or personal and prejudicial interests.
No whip was declared.
152 MINUTES – Resolved – That the minutes of the proceeding of this panel held on 21 February 2013, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the Chairman.
153 PUBLIC REQUESTS TO SPEAK – There were no requests received.
154 (14) LOCALISED SUPPORT FOR COUNCIL TAX – The Director of Policy and Resources circulated a draft of the panel’s report into the council’s ‘localised support for council tax scheme, for members’ consideration and approval,
Resolved – (a) That members and witnesses be thanked for their input and hard work, and (b) that the report be approved by the panel and submitted to the next meeting of Cabinet for consideration and debate.
155 MEMBER DEVELOPMENT AND TRAINING – The Chairman informed the meeting that, subject to the panel’s agreement, an additional work item be included on the members work programme for the remainder of the Municipal Year. This was to allow members’ to influence the subject matter and delivery methods prior to publication of the 2013-14 programme.
Resolved – (a) That Member Development and Training be added to the panel’s work programme, and (b) that the Director of Policy and Resources draft a scrutiny brief and scope of the review for consideration at the panel’s next meeting.
156 ADDED ITEM – The Chairman informed the members on the progress being made in timetabling the added item on ‘grants to voluntary organisations’.
Resolved – That the position be noted.
