Health Scrutiny Panel – 15 January 2013

PRESENT:  Councillor Mrs Bromby in the chair.

Councillors Barker (Vice-Chair), Bainbridge, Clark and Eckhardt.

The panel met at the Civic Centre, Scunthorpe.

87  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests.

No whip was declared.

88  PUBLIC REQUESTS TO SPEAK – There were no requests received.

89  HEALTHY WORKPLACE AWARD – Members received a presentation from Steve Mercer, Health Improvement and Partnerships Manager at North Lincolnshire Council.  This updated the panel on ongoing work across the council to achieve a Silver Healthy Workplace Award, and also informed members about progress on previous recommendations to improve the health and wellbeing of staff made by the former Healthier Communities and Older People Scrutiny Panel in July 2010.

Resolved – (a) That Steve Mercer be thanked for his presentation, and (b) that the panel be kept informed of further progress.

90  (8) SUMMARY HOSPITAL-LEVEL MORTALITY INDEX – JOINT ACTION PLAN.  The joint action plan to improve the current poorly performing Summary Hospital-level Mortality Index was circulated to members.  The panel discussed the document in some depth, focussing on staffing levels, the seven day hospital, the imposition of targets, and bed occupancy rates.

Resolved – (a) That the action plan be monitored to ensure progress, and (b) that the issues discussed by members form part of the panel’s considerations when drafting their report.

91  ONGOING WORK – The Director of Policy and Resources updated the panel on work around continence services.  Members also considered future work within the panel’s programme, particularly around hospital reconfiguration and the statutory Quality Account documents that local Trusts prepare.

Resolved – (a) That the panel’s schedule of timetabled meetings be co-ordinated to facilitate a number of work streams.

92  DEVELOPMENTS IN HEALTH – Members received a short, verbal update on developing issues relevant to the panel’s terms of reference.

Resolved – That the panel be kept informed of developments.
