Health Scrutiny Panel – 19 March 2013

PRESENT:  Councillor Mrs Bromby in the chair.

Councillors Barker (Vice-Chair), Bainbridge, Eckhardt and Ogg.

Councillor Collinson attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

102  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) –Councillors Barker, Bromby and Ogg declared personal interests as they have relatives who work for Northern Lincolnshire and Goole Hospitals NHS Foundation Trust.

No whip was declared.

103  PUBLIC REQUESTS TO SPEAK – There were no requests received.

104  (12, 13, 14)  CONSIDERATION OF RECENT REPORTS PUBLISHED BY WHO CARES  – The Chairman welcomed Helen Kirk, LINk Research & Communications Officer at Who Cares, to the meeting.  Helen had been involved in preparing three recently published reports on GP Access, Dignity and Respect at Scunthorpe General Hospital, and Nutrition at Scunthorpe General Hospital.

Helen outlined the background to each of these issues, along with some of the key findings.

Resolved – (a) That Helen Kirk be thanked for her presentation, and (b) that the panel be kept informed of further progress.

105  DISCUSSION WITH KAREN JACKSON, CHIEF EXECUTIVE OF NORTHERN LINCOLNSHIRE & GOOLE HOSPITALS NHS FOUNDATION TRUST – The panel received a short presentation from Karen Jackson on recent developments and ongoing issues across the Trust, including actions taken to reduce the mortality rates, the Sustainable Services review into the future provision of healthcare, infection control, and staffing.

Members contributed to a wide-ranging discussion on matters relevant to the Trust.

Resolved – (a) That Karen Jackson be thanked for her presentation, and (b) that the panel be kept informed of further progress.

106  CHILDREN’S CONGENITAL HEART SURGERY.  The Director of Policy and Resources updated the panel on the current situation regarding children’s congenital heart surgery.

Resolved – That the situation be noted.
