Health Scrutiny Panel – 30 April 2013

The panel met at the Civic Centre, Scunthorpe.

115  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) –Councillors Barker, Bromby and Ogg declared personal interests as they have relatives who work for Northern Lincolnshire and Goole Hospitals NHS Foundation Trust.

No whip was declared.

117  (18)  PRESENTATION BY REPRESENTATIVES FROM NORTHERN LINCOLNSHIRE & GOOLE HOSPITALS NHS FOUNDATION TRUST – ANNUAL QUALITY ACCOUNT – The Chairman welcomed Kathryn Helley, Deputy Director of Clinical & Quality Assurance,and Jeremy Daws, Assistant Head of Quality Assurance, to the meeting.  Kathryn and Jeremy gave a presentation to the panel on their draft Quality Account, discussing performance, governance arrangements and the contents of the draft, before opening up the discussion for questions from members.  Members asked a number of questions, including on topics such as dementia, nursing performance and the Trust’s performance against its key indicators.

Resolved – (a) That Kathryn Helley and Jeremy Daws be thanked for their presentation, and (b) that the Chairman, Vice-Chair and Cllr Bainbridge meet to agree a short response, setting out the panel’s views and position.

118  MMR IMMUNISATION IN NORTH LINCOLNSHIRE – The Chairman invited Frances Cunning, Director of Public Health, to provide a short update to the panel on MMR immunisation, in the light of several recent measles outbreaks across the country.  Frances explained that, at age five, there was currently a 96% coverage rate, in excess of WHO guidance.  A national campaign was about to be launched, encouraging parents to immunise their child, and GPs to identify and contact families whose children hadn’t been immunised.

119  CHILDREN’S CONGENITAL HEART SURGERY – The Director of Policy and Resources updated the panel on the current situation regarding children’s congenital heart surgery.

120  REVIEW OF THERAPY SERVICES FOR CHILDREN ATTENDING MAINSTREAM SCHOOLS – The Director of Policy and Resources updated the panel about an ongoing consultation exercise examining options for the future delivery of children’s therapy services.
