People Scrutiny Panel – 18 October 2012

PRESENT:-  Councillor Marper in the Chair.
Councillors Collinson (Vice-Chair), Evison, Godfrey and Wells.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.36 (b).

The panel met at the Civic Centre, Scunthorpe.

131  DECLARATIONS OF DISCOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

132  PUBLIC REQUESTS TO SPEAK– There were no requests received.

133  MEMBERSHIP OF THE PANEL – Thepanel was informed that Neil Craven, Parent Governor representative on the panel had resigned from the post, and that an alternative representative was currently being sought.

Resolved – That the position be noted.

134  REVIEW OF ENSURING YOUNG PEOPLE HAVE THE RELEVANT SKILLS TO MOVE INTO EMPLOYMENT– Members discussed the draft report on the review of ‘ensuring young people have the relevant skills to move into employment’ and sought clarification on some of the information that was included. They also sought further clarification in specific areas of the report and requested more information should be included.

Resolved – (a) That the amendments discussed at the meeting be included in the report, and (b) that a further draft be brought back to the next meeting.

135  POTENTIAL JOINT REVIEW WITH THE PEOPLE SCRUTINY PANEL – AWARENESS OF STRANGER DANGER IN NORTH LINCOLNSHIRE – The Director of Policy and Resources informed the meeting that the Chairman of the Places and People Scrutiny Panels had explored the possibility of a joint review being undertaken on the issue of ‘stranger danger in North Lincolnshire’.  This followed the tragic abduction of  April Jones in Wales last month, and the numerous, albeit unconfirmed, allegations of attempted abductions in North Lincolnshire.

The aim of the review was to determine if the council and its partners were proactively engaging with our young people in raising awareness of stranger danger in North Lincolnshire.

This was also due to be discussed by the Places Scrutiny Panel to be held on the 24October 2012. Then a structured timetable and scrutiny brief would be brought back to both panels for agreement.

Resolved – (a) That a joint review between the People and Places Scrutiny Panel on the issue of stranger danger in North Lincolnshire be agreed, and (b) that on behalf of the panel, the Director of Policy and Resources formulate a review scope and scrutiny brief, for consideration at the next meeting of the panel

136  OVERVIEW AND SCRUTINY ANNUAL REPORT 2011/2012 – The Director of Policy and Resources submitted the Overview and Scrutiny Annual Report 2011/12 for consideration and endorsement.

An oral overview of the report was provided.  Members were advised how the report outlined the developments within Overview and Scrutiny in 2011/2012, the effective working relationships that had been developed with external partners, a summary of the work carried out by each of the three panels in the last council year and the future challenges faced.

Resolved – (a) That the Overview and Scrutiny Annual Report 2011-2012 be received, and (b) that the annual report be published and circulated to appropriate partners and organisations.

137  ADDED ITEM – There was no added item for consideration at the meeting.

EXCLUSION OF THE PUBLICResolved – That the public be excluded from the meeting for consideration of the following item (Minute 138 refers) on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972.

138  SRUTINY REVIEW – SERVICES TO SCHOOLS – Members were provided with a copy of the service level agreements covering all North Lincolnshire schools and academies that was discussed in depth with Steve Piper – the Strategic Access Manager. The Chairman also introduced Cllr Poole Cabinet member for Policy and Resources to the meeting and he provided further information with regards to this review, and future developments that were currently in the process of being approved.
